Analysis/Strategic Goals/Pro's Et Con's: Jefferson County has been awarded Federal funding through the Public Lands Highways Discretionary (PLHD) Program. The proposed culvert replacement project at Upper Hoh Road MP 6.949 is necessary to maintain reliable access for resident, business and Olympic National Park visitor use. This Call for Bids is for construction of the culvert replacement. The culvert will be replaced with a 20 ft. span three -sided concrete box culvert. Work will also include raising and reconstructing 800 lineal feet of the roadway over the new culvert. Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate is $916,000. Construction will be funded at 100% by the Federal Highway Administration. Recommendation: The Board is requested to sign the Call for Bids, and return to Public Works. MP 6.949 Culvert Replacement County Project No. CR18962 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9.30 a.m on April 4, 2016 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P O Box 1220, Port Townsend, Washington, 98368, for construction of the Upper Hoh Road MP 6 949 Culvert Replacement, County Project No CR18962 Sealed bids will be opened and read publicly at 10.00 a.m , or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse This contract provides for the improvement of Upper Hoh Road by replacing the culvert at Upper Hoh Road MP 6 949 in West Jefferson County near Forks, Washington Work includes replacement of the culvert with a three sided concrete culvert, rebuilding approximately 800 feet of road, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications The Engineers Estimate is $916,000 Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders Hard copies and/or electronic copies may also be obtained by calling the Department of Public Works at (360) 385-9160 Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) days of the award The Board of County Commissioners reserves the right to refect any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat 252.42 U.S.0 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award Dated this day of , 2016 BOARD OF JEFFERSON COUNTY COMMISSIONERS Chairman
