MINUTES
Week of February 16, 2016
Madam Chair Kathleen Kler called the meeting to order at the appointed time in the
presence of Commissioner David Sullivan and Commissioner Phil Johnson.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
A citizen urged Jefferson County to approve a septic permit for his property in Brinnon,
A citizen stated the Democratic Caucus is on March 26, 2016 and the Republican Caucus is on
February 20, 2016;
A citizen stated: 1) The President has authority to select Supreme Court Justices, choose the next
President wisely; 2) The Zika Virus is not as bad as people may think; 3) The County needs jobs and
economic activity; 4) Middle-aged rednecks are realizing they are not getting their share; 5) It is not
"Republican" versus "Democrats" but rather `Establishment" versus "Anti -Establishment;" and
6) A terrorist attack in the near future could sway more people to vote Donald Trump for President.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Johnson moved to approve all the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.

2. CALL FOR BIDS re: 2016 Pavement Marking on Jefferson County Roads, County Project No.

APPROVAL of MINUTES: Commissioner Sullivan moved to approve the Regular
Meeting minutes of January 4, 11, 19 and 25, 2016 and February 1 and 8, 2016 as presented.
Commissioner Johnson seconded the motion which carried by a unanimous vote.
COMMISSIONERS BRIEFING SESSION. The Commissioners reported on their
meeting schedules and calendar coordination.
COUNTYADMINISTRA TOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board:
Miscellaneous Items:
• West Sound Regional Transportation; request for Jefferson County participation.
• Brinnon Parks and Recreation District.
• Port Townsend Farmer's Market / Jefferson County Senior Association; access to restrooms.
• AdCOM regionalization study.
• Prosecutor's Office; Discussion on staffing and the Michael Pierce appeal.

Week of February 22, 2016
Commissioner Phil Johnson called the meeting to order at the appointed time in the
presence of Commissioner David Sullivan. Madam Chair Kathleen Kler was absent.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
A citizen voiced concern over logging done on property which is located adjacent to a church in
Port Ludlow;
A citizen urged the Commissioners to address our County's road concerns, with our congressmen; and
A citizen stated: 1) Local fruit trees are blooming one month early; 2) If the Presidential race comes
down to Hillary Clinton and Donald Trump, it will be an extremely close race.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve all the items on the Consent Agenda as presented. Commissioner Johnson
seconded the motion. The motion carried.

COMMISSIONERS BRIEFING SESSION. The Commissioners reported on their
meeting schedules.
The meeting was recessed at 9:35 a.m. and reconvened at 1:33 p.m. with Commissioner
Johnson and Commissioner Sullivan present.
UPDATE re: Jefferson County Marine Resources Committee (MRC): Marine
Resources Committee (MRC) member Cheryl Lowe and Washington State University Extension (WSU)
Director Laura Lewis briefed the Commissioners on the MRC's 2015 activities and their plans and goals
for 2016.
MRC member Dale Moses gave a power point presentation of local projects and community outreach
efforts.
Commissioner Johnson stated that he has been a part of the MRC for 11 years. He noted that although he
has no degree in marine science, he has learned quite a lot over the years. He added that being on the
MRC is very enjoyable and through their combined efforts, they accomplish a lot.
The meeting was recessed at 2:14 p.m. and reconvened at 2:24 p.m. with Commissioner
Johnson and Commissioner Sullivan present.
COUNTYADMINISTRA TOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
Miscellaneous Items:
• Net pen salmon.
• Prosecutor's Office; Pierce appeal.
• Security Services Northwest; Permitting.
Calendar Coordination:
• The JeffCOM meeting for February 24, 2016 has been cancelled.
• Interviews for Public Health Director will be conducted on February 24, 2016.
