Sullivan District No. 3 Commissioner: Kathleen Kler County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Week of February 16, 2016 Madam Chair Kathleen Kler called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Phil Johnson. PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: A citizen urged Jefferson County to approve a septic permit for his property in Brinnon, A citizen stated the Democratic Caucus is on March 26, 2016 and the Republican Caucus is on February 20, 2016; A citizen stated: 1) The President has authority to select Supreme Court Justices, choose the next President wisely; 2) The Zika Virus is not as bad as people may think; 3) The County needs jobs and economic activity; 4) Middle-aged rednecks are realizing they are not getting their share; 5) It is not "Republican" versus "Democrats" but rather `Establishment" versus "Anti -Establishment;" and 6) A terrorist attack in the near future could sway more people to vote Donald Trump for President. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Johnson moved to approve all the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 07-16 re: Temporary Closure of Undie Road Due to Slide Activity, County Road 150009, M.P. 1.1 2. CALL FOR BIDS re: 2016 Pavement Marking on Jefferson County Roads, County Project No. 18019940; Bids Accepted Until 9:30 a.m. and Opened and Read Publicly at 10:00 a.m., or Shortly Thereafter on Monday, March 7, 2016 in the Commissioners' Chambers; Jefferson County Courthouse 3. AGREEMENT re: Executive Search Services for Central Services Director and Department of Community Development Director; In the Amount not to Exceed $43,650; Jefferson County Administrator; Prothman Company 4. AGREEMENT re: 2016 Hotel Motel Grant Funding; In the Amount of $15,000; Centrum 5. AGREEMENT re: 2016 Hotel Motel Grant Funding; In the Amount of $52,350; North Hood Canal Chamber of Commerce 6. Federal Lands Access Program (FLAP) Application re: To Provide Safe and Adequate Transportation Access to and through Federal Lands; Oil City Road Engineering Assessment, M.P. 8.50-M.P. 10.98; Jefferson County Public Works; Federal Highway Administration, Western Federal Lands 9. Payment of Jefferson County Payroll Warrants Dated February 5, 2016 Totaling $794,827.72 and A/P Warrants Done by Payroll Dated February 6, 2016 Totaling $754,274.10 APPROVAL of MINUTES: Commissioner Sullivan moved to approve the Regular Meeting minutes of January 4, 11, 19 and 25, 2016 and February 1 and 8, 2016 as presented. Commissioner Johnson seconded the motion which carried by a unanimous vote. COMMISSIONERS BRIEFING SESSION: The Commissioners reported on their meeting schedules and calendar coordination. COUNTYADMINISTRA TOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board: Miscellaneous Items: • West Sound Regional Transportation; request for Jefferson County participation. • Brinnon Parks and Recreation District. • Port Townsend Farmer's Market / Jefferson County Senior Association; access to restrooms. • AdCOM regionalization study. • Prosecutor's Office; Discussion on staffing and the Michael Pierce appeal.
