Sullivan District No. 3 Commissioner: Kathleen Kler County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Week of February 22, 2016 Commissioner Phil Johnson called the meeting to order at the appointed time in the presence of Commissioner David Sullivan. Madam Chair Kathleen Kler was absent. PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: A citizen voiced concern over logging done on property which is located adjacent to a church in Port Ludlow; A citizen urged the Commissioners to address our County's road concerns, with our congressmen; and A citizen stated: 1) Local fruit trees are blooming one month early; 2) If the Presidential race comes down to Hillary Clinton and Donald Trump, it will be an extremely close race. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve all the items on the Consent Agenda as presented. Commissioner Johnson seconded the motion. The motion carried. 1. RESOLUTION NO. 08-16 re: Creating County Road Project CR1996, Dosewallips Road Permanent Repairs, County Road No. 250008, MP .60-1.75 2. AGREEMENT re: Recycling Services; In the Amount of $1,151,840.54; Jefferson County Public Works; Skookum Educational Programs 3. AGREEMENT re: Educational Outreach Activities for the North Pacific Coast Marine Resources Committee (NPC MRC); In the Amount of $16,000; Jefferson County Public Health; Clallam County 4. AGREEMENT NO. 15-04914, Amendment No. 1 re: Support for North Pacific Coast Marine Resources Committee (NPC MRC); An Additional Amount of $16,590 for a Total of $108,510; Jefferson County Public Health; Washington State Department of Fish and Wildlife (WDFW) 5. AGREEMENT re: 2016 Election Cycle Printing and Outsourcing Services; In the Amount of $110,885.11; Jefferson County Auditor; Printery Communications 6. AGREEMENT re: 2016 Hotel Motel Grant Funding; In the Amount of $15,948; Jefferson County Chamber of Commerce 7. Advisory Board Reappointments (3) re: Conservation Futures Citizen Oversight Committee; Four (4) Year Term to Expire February 21, 2020; 1) Scott Briton, Representing Agriculture; 2) Ray Hunter, Representing Fallow Farms; and 3) Lorna Smith, Representing Ecotourism 8. Payment of Jefferson County Vouchers/Warrants Dated February 16, 2016 Totaling $538,150.19 Page 1 Commissioners Meeting Minutes of February 22, 2016 K."L 9. Payment of Jefferson County A/P Warrants Done by Payroll Dated February 6, 2016 Totaling $128,340.64 COMMISSIONERS BRIEFING SESSION: The Commissioners reported on their meeting schedules. The meeting was recessed at 9:35 a.m. and reconvened at 1:33 p.m. with Commissioner Johnson and Commissioner Sullivan present. UPDATE re: Jefferson County Marine Resources Committee (MRC): Marine Resources Committee (MRC) member Cheryl Lowe and Washington State University Extension (WSU) Director Laura Lewis briefed the Commissioners on the MRC's 2015 activities and their plans and goals for 2016. MRC member Dale Moses gave a power point presentation of local projects and community outreach efforts. Commissioner Johnson stated that he has been a part of the MRC for 11 years. He noted that although he has no degree in marine science, he has learned quite a lot over the years. He added that being on the MRC is very enjoyable and through their combined efforts, they accomplish a lot. The meeting was recessed at 2:14 p.m. and reconvened at 2:24 p.m. with Commissioner Johnson and Commissioner Sullivan present. COUNTYADMINISTRA TOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. Miscellaneous Items: • Net pen salmon. • Prosecutor's Office; Pierce appeal. • Security Services Northwest; Permitting. Calendar Coordination: • The JeffCOM meeting for February 24, 2016 has been cancelled. • Interviews for Public Health Director will be conducted on February 24, 2016.
