SUBJECT: Appointment for vacant seat(s) on Jefferson County Noxious Weed Control
Board due to lack of quorum
STATEMENT OF ISSUE:
The Jefferson County Noxious Weed Control Board (JCNWCB) is organized under RCW 17.10 to coordinate the
management of noxious weeds in order to prevent, control, or mitigate the spread of these species to protect
human health, livestock, wildlife, native habitat, and ecosystem functioning in ecological as well as economical
terms.
The JCNWCB normally recommends the BoCC to appoint a new Board member after receiving public comment
during a hearing. However, due to a lack of active Board members a quorum cannot be achieved and therefore no
hearing can be held. As per RCW 17.10.040(1), the JCNWCB can ask the BoCC'to appoint Board members to fill
vacancies until a quorum is reached.
The JCNWCB advertised the Weed Board vacancies on 10/07/2015, 10/28/2015, and 01/13/2016 in the PT Leader,
as well as the Peninsula Daily News (on other dates), and the County website. The JCNWCB has received one
application for District 1 (Sarah Doyle) and another for District 2 (Soozie Nichol).
RECOMMENDATION:
The Jefferson County Noxious Weed Control Board requests that the Board of County Commissioners review and
appoint Sarah Doyle for District 1 and Soozie Nichol for District 2.
