Damage to Undie Road
STATE OF WASHINGTON
COUNTY OF JEFFERSON
Resolution No. 09-16
WHEREAS, a series of winter storms beginning November 13, 2015 and
continuing through the months of December 2015 and January 2016 resulted in high flow
events on the Bogachiel River causing significant bank erosion (reference Resolution No.
41-15 and Resolution No. 6-16), and
WHEREAS, precipitation records show this winter to be one of the wettest since
record keeping began resulting in elevated groundwater levels that have further
exacerbated landslide activity throughout western Washington, and
WHEREAS, the resulting river bank erosion removed the toe of a steep slope
which activated movement of a large landmass measuring approximately 1,300 feet wide
by 550 feet long by 130 feet high and estimated to contain more than one million cubic
yards of material, and
WHEREAS, Undie Road (Jefferson County Road No. 150009) crosses this major
landslide at approximately milepost 1.1 from the county line (or 3.1 miles from US 10 1)
which has caused significant damage to the road infrastructure and utilities in the right of
way, and
WHEREAS, Undie Road provides the only access to 16 private parcels of which
5 are occupied full time as a primary residence, and
WHEREAS, Undie Road was closed until further notice to all traffic except
residents and essential services by action of the Board of Commissioners (reference
Resolution No. 07-16) on February 16, 2016 due to severe road damage and to facilitate
ongoing repair work, and
WHEREAS, due to rapidly changing conditions and hazards road repairs and
continuous maintenance are ongoing in order to maintain access, and
WHEREAS, persons and property are, or may be, threatened or damaged and
access to property may be impaired unless emergency efforts are taken by the Jefferson
County Department of Public Works to reduce the threat to life and property, and
NOW, THEREFORE, BE IT RESOLVED, that the Board of Jefferson County
Commissioners hereby declare that a state of emergency exists.
1. The County Department of Public Works is authorized to enter into contracts
and incur obligations necessary to combat this emergency to protect the health and safety
of persons and property in light of the exigencies of an emergency situation without
regard to time-consuming procedures and formalities prescribed by law, with the
exception of mandatory constitutional requirements.

STATEMENT OF ISSUE:
The Board of County Commissioners may review and approve a County Resolution in the Matter
of the Declaration of Emergency Damage to Undie Road.
ANALYSIS:
A series of winter storms beginning November 13, 2015 and continuing through the months of
December 2015 and January 2016 resulted in high flow events on the Bogachiel River causing
significant bank erosion.
FINANCIAL ANALYSIS:
The County Department of Public Works is authorized to enter into contracts and incur
obligations necessary to combat this emergency.
RECOMMENDATION:
Review and consider a motion to adopt the Resolution.
