Analysis/Strategic Goals/Pro's £t Con's: This project will provide needed maintenance at the Transfer Station on Landfill Rd. and the MRW Facility in the Boathaven Marina. The preparation and painting of the structural steel and secondary framing will extend the usable life of these structures. Fiscal Impact/Cost Benefit Analysis: This project is funded by the Solid Waste Capital Project Fund. The Engineers Estimate for the bid is $276,197. Ramstrom, Architectural Projects Planner, 385-9380 Reviewed By: you/� p Morl' y unty Ad inistrator Date TRANSFER STATION and MRW: PREPARE AND PAINT Project # 401594 1982 SECTION 000200 - INVITATION TO BID NOTICE TO CONTRACTORS CALL FOR BIDS Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until 9:30 A.M. on Monday, May 16, 2016 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, Washington, 98368. Bids may be mailed to the office of the Board of County Commissioners, P.O. Box 1220, Port Townsend, WA, but must be received by the previously stated date and time. Sealed bids will be opened and read publicly at 10:00 A.M. or shortly thereafter, at the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This project will prepare and paint the steel frame of both the Jefferson County Transfer Station and the Moderate Risk Waste Facility in the Boat haven Marina. There will be a mandatory walk thru at these two site to be held 10:00 a.m. till noon on Thursday, May 5, 2016. Register with the Owner's representative 24 hours ahead of time. The JCPW Office will be the meet up location. The scope of work is to prepare and paint the structural steel and secondary framing of the Jefferson County Transfer Station, located at 325 Landfill Road. in Jefferson County, WA; and the Moderate Risk Waste Facility located at 282 Tenth Street., in the Boat Haven Marina, Port Townsend, WA. In addition, the work includes incidental sheet metal, screening and gutter work. The Engineers Estimate is $276,197 tax inclusive. Bids must be submitted in writing, and sealed in an envelope. Bids shall be submitted in accordance with the plans and specifications on file at the office of the Director of Public Works, 623 Sheridan St. Port Townsend, WA 98368. Tel: (360) 385-9160. Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or certified check payable to the Treasurer of Jefferson County in the sum of 5% of the total bid amount, to be forfeited to Jefferson County by the successful bidder if he fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within twenty (25) Calendar days of the award. The Department of Public Works reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding. The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252.42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
