Subject: Briefing and Discussion re: Undi Road
Statement of Issue: Public Works and County Administrator staff will brief the Board of County
Commissioners on options for responding to the likely future failure of Undi Road, including
possible construction of an alternative access. The briefing will include a presentation on the
County's six-year capital plans as context for the Board to assess the County's financial capacity
to address the Undi Road situation.
Analysis/Strategic Goals/Pro's & Con's: Undi Road traverses a steep slope along the Bogachiel
River in west Jefferson County. It provides the only access to homes, vacation properties, and
to nearby federal lands and trail. A section of the hillside that the road traverses is slumping,
and its rate has accelerated in the past six months. Public Works has performed continuous
maintenance to keep the road passable, spending roughly $250,000 in the past six months,
including installing a new culvert. Still the road continues to fail. The road could become
impassable at any time, and it is anticipated this is likely when rainy weather resumes this Fall.
At that time, it will become infeasible to repair Undi Road because of continued geological
instability.
Building an alternative access road is challenged by the limited time before Undi Road fails, and
by the high cost to build a new access road — approximately $1 Million.
During the April 25 briefing, Public Works and County Administrator staff will brief the Board on
options for responding to the likely future failure of Undi Road. The briefing will include a
presentation on the County's six-year capital plans for Roads, Facilities and Parks as context for
the Board to assess the County's financial capacity to address the Undi Road situation.
Fiscal Impact/Cost Benefit Analysis: No financial impact of the briefing itself. The fiscal impact
of various response options and financing strategies will be further explored during the briefing,
and through subsequent analysis the Board may request.
Recommendation: Hear staff's briefing, discuss, and provide direction for continued staff work
on alternatives and finance options.
