Mr. Smith Fire Services:
Department of Community Development (DCD)
has signed an inter-local agreement with the East
Jefferson Fire District (EJFD) that makes it so that
the fire chief is the fire marshal for Jefferson
County. The fire marshal is in charge of
interpreting the fire code. This went into effect
January 1, 2014.
Ms. Hoskins Pleasant harbor MPR:
Mr. Johnson, the planner for the Pleasant Harbor
MPR, has determined that the MPR is in the final
stages, it will be brought to the Planning
Commission (PC) soon. Mr. Johnson believes that
the final report should be in to DCD by January
20, 2014. If the plan is in on time DCD will report
to the PC at the February 19, 2014 meeting.

I-502:
DCD decided to use local regulations to locate
associated uses of marijuana operations.
There have been 40 applications in the
Jefferson County area.
There is a spread sheet on the
Washington State Liquor Control Board
website where you can get all of the
applicant data.
The state sends notices to the local
jurisdictions and then the local
jurisdictions have 20 days to comment
DCD has commented on two, DCD didn’t
object on any producing sites, but did
object on two processing applications
until they have the proper permits from
DCD.
There are 4 Locations:
1. 123 Black Bear Port Townsend (Rural
Residential: RR)
2. 480 Larson Lake Chimacum (RR)
3. 5030 Eagle Mount Chimacum
(Agriculture)
4. 6892 Oak Bay Rd Port Townsend (RR)

Affordable Housing:
People are looking at the Yellow Mill house in the
City of Port Townsend near the Habitat store.
People want to convert it into a housing center.
They would transform the top floor into 10
rooms and convert the lower level into a
common area or try to rent it out to a business.

Affordable housing-
Multiple agencies and committees are working to
update the affordable housing in the county. The
target is homeless people in the county and the
secondary is affordable housing.

UDC Amendment – Sign Code
There are only a few changes that have been
made since the last meeting and they are:
Only the display of images and words are
to be changing in the changing message
board.
Moving Sign: “flutter sign” and signs that
are moving from natural sources will be
acceptable.
Temporary signs: limit about what
temporary means: number of days with in
any 12 consecutive months.
Prohibited signs: moving signs are
prohibited except when they move by
natural ways and changing message signs.
Electronic signs that have two faces and rotate,
are these prohibited? Are there any in the county
already?
We are changing the language of the existing
code so those would have been prohibited in the
original code.
Exemptions Suggestion: In the category of
exemptions we should add temporary
signs and conditions. Also for exempt
signs in the right of way add conditions.
Design Standards: Rotating/ moving signs
there is a ban with an exemption. Add
language to clarify that you are exempt
only if you meet the required
specifications.
We state a standard size, but the size can
be increased by 50% due to findings by
the administrator.
Portable sandwich Boards: Sandwich
Boards don’t have to be temporary a
business owner can want a permanent
sign.

Add language so that there has to be three
consecutive feet of clearance so that a wheel
chair and or people can utilize the side walk.
Suggest that temporary signs are
exempted from permit when they comply
with the following criteria… ( criteria to be
added)
Concerned about Signs on vehicles, perhaps
amend to say any motor vehicle used to
transport goods or people can have sign.
Suggest that real estate signs be moved
from design standards to temporary signs.
The reason we are re-visiting the sign code is
because of the Clallam County suit.
Please provide a clean version of the code for the
next meeting.
B. Agenda Item:

2016 Periodic Update – Comp Plan &
Development Regulations
The periodic assessment needs to be done by
November 1st.
The code says that the recommendations need to
be sent to staff by March.
DCD staff would like everything in by the end of
2014 from PC.
This year every meeting will be focused on the
periodic update except for two meetings that
also include the Pleasant harbor MPR. DCD
hopes to mesh this with an outreach meeting so
that there is a larger gathering of people.
For each topic there will be a meeting with
invited guests to discuss their views. At these
meetings the guests will voice their proposals and
changes to the code. Then the PC will be
discussing what can be changed at another
meeting.

Agriculture is the first on the list because it may
take longer to flesh out what the public wants
and how we can implement it.
Are these outreach meetings in the day or at
night? We should try to ask the public what
works best for them.
