ANALYSIS: Seth Elsen from the Hood Canal Salmon Enhancement Group will brief the Commissioners on the Lower Duckabush River Assessment and Outreach Program. Lower Duckabush River Assessment and Outreach Project The Hood Canal Salmon Enhancement Group's purpose is to serve as a local project partner for WDFW to help advance community support for potential restoration actions in the lower Duckabush River. WDFW is looking at restoration, which will expand habitat for ESA -listed species, such as Hood Canal summer chum, while reconnecting tidal areas and expanding habitat for other fish and wildlife. Outreach will surround shellfish resources, recreational access, flood risk reduction, improved water quality, economic development and tourism, and educational opportunities. As part of this effort, a feasibility study will be done, which will include: • Outreach to local and regional stakeholders to determine interest and/or concerns regarding potential restoration efforts in the lower Duckabush River. This will be done through the dissemination of public information materials, public meetings and other communications products. • Outreach to local shellfish stakeholders and information collection. HCSEG will work with shellfish stakeholders to determine shellfish resources and ownership within the Duckabush Estuaray. This will be done by interviewing stakeholders and researching shellfish tolerances. Interests and/or concerns from stakeholders will also be noted and considered. Construct marsh channels j Remove Highway 101 New Kghway 101 ' � ,' �., roadway and bridges 2.100 -foot roadway • - Excavate tidal channels j t W r'N Key Design Elements The restoration proposal would include the removal of the Highway ioi causeway and bridges across the estuary An elevated roadway on a t,ioo-foot-long bridge would be constructed in a new alignment further upstream from the existing highway Duckabush Road would be realigned to connect with the new highway bridge and would be elevated to allow for tidal connection to the marsh to the northwest. A 90 -foot -long section of Shorewood Road and associated culvert would be replaced with a bridge to allow for restoration of Pierce Slough. Berms along the river would be removed to restore channel migration and channels would be excavated at or near their lustoneal configurations which would reestablish tidal and freshwater connections throughout the estuary.
