March, 2015 C3H 15FOO6 FEMA HABITAT ASSESSMENT LETTER FOR: Christine Fuller 4322 88m Avenue NW Gig Harbor, WA 98335 Property address: 0 Olympus BLVD, Port Ludlow, Washington 98365 Jefferson County Parcel No. 978 900 135 C3 Habitat Corporation (C3) has assessed the proposed site activity on the subject property that is located within the Admiralty Inlet (Puget Sound) Flood Zone (A) with a base elevation of 13 feet. The property has the following existing features; cabin with deck. RV Trailer, Shed, Wagon -wheel access road and septic tanks (under deck). The site is found in Section 04 of Township 28N in Range Ol E of the Willamette Meridian, EXISTING SITE CONDITIONS The parcel is rectangular in shape, .33 -acres and found along Olympus BLVD in Port Ludlow, Washington. Other than the existing features described above, the parcel is nearly devoid of any native vegetation and is dominated by grass/pasture. Currently, the parcel utilizes the neighboring property to the north for access. Access is offsite and vehicles drive from the neighbor's road approach across the pasture to the existing cabin. The existing septic tanks will be pumped and decommissioned and left under the existing deck. A new waterline will be installed to service the cabin. The property currently has no access and uses the neighboring property to do so. The applicant will be installing an access driveway to service this property. The proposed driveway will be located along the northern property line and terminates approximately 200 feet from the western property line. A culvert will be installed near the road approach where a ditch runs along Olympus BLVD. The waterline will run alongside the new driveway on its northern side. PRIORITY HABITAT AND SPECIES The property was assessed for any priority habitat or species found on or near the subject property. According to the Washington Department of Fish and wildlife Priority Habitat and Species inventory; no land or aquatic species exist within 800 -feet of all property lines. See photo below: Priority species and/or habitat found beyond 800 -feet include Harbor Seal breeding and haul -out grounds, estuarine wetlands and Pacific Sand Lance breeding grounds. No priority species are Within close enough proximity to the subject property to impose any regulation restrictions to development. There are NO State or Federal Listed Species or Habitat within close proximity to the project. The proposed septic system (Glendons) is entirely outside of the flood zone designation (A). A portion of the road and waterline are within the flood zone. Little to no impact is expected to the habitat by allowing the installation of the driveway and waterline for following reasons; no existing quality habitat, no existing shrub or tree layer, and the current conditions found where the proposed activity will take place is currently dominated by pasture grasses. Additionally, any water runoff created by the road will be filtered through the existing grass (biofiltration). No water from new impervious will enter the Puget Sound without proper filtration and will likely go subsurface and never reach the shoreline. Additionally, the applicant can forgo using gravel on the driveway and keep it wagon -wheel style. The waterline installation will create a temporary disturbance to the ground surface. The waterline ditch will be backfilled immediately following installation and re -seeded if necessary. The grass will likely regrow on its own. Additionally, no changes to the existing residence will take place except improving and upgrading the septic system. The upgrade to the new septic system will improve water quality beyond its current condition. The installation of a new access road and waterline will not adversely impact the environment. The applicant can further reduce land impacts by obtaining a road easement from the adjacent parcel but it is not required. Respectfully submitted, C3 Habitat Corp.
