PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES:
The proposal is for a Conversion Option Harvest Plan (COHP) to prevent the six year forest practices application (FPA)
development moratorium from being placed on the parcel when the harvest of timber occurs to clear an area for future
residential use. The proposal includes an even -aged, clearcut harvest of approximately 15 MBF (thousand board feet) of
timber from approximately 39,000 sql t of area. The proposed clearing is located in the north half of the parcel. An
approximately 400 foot long, 10-12 foot wide gravel road is proposed to be cleared and constructed which leads from
Dabob Road to the clearing, this road would serve as a future driveway.
A few additional trees may be harvested outside of the road and proposed clearing if needed for safety or to complete a
partial load of logs. In no case outside of the road and clearing will more than 30% of the trees over 12" dbh be removed.
Stumps will be removed from the clearing and from the clearing limits of the proposed road. Logging generated slash and
stumps may be burned in a pile in the center of the clearing or the contractor may elect to remove the stumps off site for
chipping. Native shrub cover will be disturbed in the road right of way and cleared area, most of the shrub cover within the
perimeter 50 foot zone will remain undisturbed. Logging will be done by ground based equipment including rubber tired
skidder, tracked skidder or shovel. All operations are planned for the dry season to minimize soil disturbance and reduce
road rock needs.
COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS:
The application and any studies may be reviewed at the Jefferson County Department of Community Development. All
interested persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings;
and (c) receive a copy of the decision by submitting such written comments)/request(s) to the Jefferson County
Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA
98368, (360) 3794450. Comments conceming this application should be submitted to the Department by 4:30 p.m. on
May 18, 2016. If the last day of the comment period falls on a weekend or holiday, then the comment period shall be
extended to the first working day after the weekend or holiday. Comments submitted after this date may not be
considered in the staff report.
SEPA INFORMATION AND PRELIMINARY DETERMINATION:
The optional DNS process of WAC 197-11-355 is being used. This may be the only opportunity to comment on the
environmental impacts of the proposal. The proposal may include mitigation measures under applicable development
regulations, and the project review process may incorporate or require mitigation measures regardless of whether an EIS
is prepared. A copy of the subsequent threshold (final) determination may be obtained upon request, and will be mailed
to any person commenting upon the notice of application.
The SEPA Official has determined that:
The optional DNS process of WAC 197-11-355 is being used. This may be the only opportunity to comment on
the environmental impacts of the proposal. The Department expects to issue a DNS for this proposal. If the
proposal is approved, policies and performance standards found in the Jefferson County Code and the Jefferson
County Comprehensive Plan will be used to farm permit conditions intended to mitigate adverse environmental
impacts. Additional conditions or mitigation measures may be required under SEPA.
Thiswill be the only opportunity to make comments related to SEPA. There will not be another comment period after the
threshold (final) SEPA determination is made. If the threshold determination is a Determination of Non -Significance
(DNS) or a Mitigated Determination of Non -Significance (MONS), parties of record may appeal the decision to the
Hearing Examiner within 14 days of the final Notice of Decision. A Determination of Significance (DS) may not be
appealed to the Hearing Examiner. Decisions of the Hearing Examiner may not be further appealed except to Superior
Court.
PUBLIC HEARING INFORMATION:
This is a Type II Permit Application that is subject to SEPA review. There will not be a public hearing unless the final
permit decision and/or the SEPAthreshold determination by the Administrator is appealed to the Hearing Examiner. If an
appeal hearing is scheduled, separate notice will be made at least 10 days prior to the hearing. A copy of the staff report
will be made available for inspection at no cost at least seven calendar days prior to such a hearing.
APPEALS:
Appeals of SEPA decisions are described above in the SEPA Information and Preliminary Determination section.
The final permit decision for this Type It permit application will be made by the Administrator. Parties of record may
appeal the decision to the Hearing Examiner within 14 calendar days of the final Notice of Decision. Decisions of the
Hearing Examiner may not be further appealed except to Superior Court.
