FISCAL IMPACT: None. RECOMMENDATION: Approve Proclamation. REVIEWED BY: Philip Morley, n ator Date PROCLAMATION WHEREAS, Naval Magazine (NAVMAG) Indian Island is celebrating its 75th anniversary; and WHEREAS, in 1941, the Navy commissioned the Naval Magazine and Net Depot on Indian Island, and used the organization for the storage of Navy munitions and assembly of mines and submarine nets. The island was placed in a reduced activity status in 1959, and then reactivated in 1979 when munitions storage and handling facilities at Bangor were moved to Indian Island; and WHEREAS, Naval Magazine (NAVMAG) Indian Island's mission is to provide ordnance logistics support to the Pacific Fleet and the joint services in peace and war; and WHEREAS, NAVMAG comprises the entirety of the 2,716 acre Indian Island located on the northeast corner of Washington State's Olympic Peninsula. NAVMAG contains a wealth of cultural and natural resources. There are several Native American sites on the island, as well as historically significant pioneer homestead sites and WWII era buildings; and WHEREAS, in the 1990's, following the Persian Gulf War, NAVMAG was selected as one of two West Coast ports to be upgraded for the efficient trans -shipment of containerized ammunition in the event of mobilization. Several infrastructure improvements were made including construction of a rail to truck transfer facility at Submarine Base Bangor and installation of the Department of Defense's largest crane at the Indian Island ammunition pier in 2000; and WHEREAS, by 2000, NAVMAG had become the Pacific's joint ordnance mobilization command, supporting numerous joint exercises designed to test and validate the mobilization of ordnance to the Pacific Theater of operations; and WHEREAS, during the last three years NAVMAG has received the following awards: Platinum -level Secretary of the Navy Energy and Water Management Award; Chief of Naval Operations Shore Safety Award for small industrial commands; Nominated for the Chief of Naval Operations Small Installations Safety Award; and Occupational Safety and Health Administration Voluntary Protection Program Star Flag Site; and WHEREAS, currently NAVMAG Indian Island employs 107 Civilians; 8 Military; 15 Contractor; and 6 Off Station Civilians; NOW THEREFORE, the Jefferson County Board of Commissioners will join the Naval Magazine Indian Island staff and military personnel, to recognize and celebrate the 75" Anniversary of Naval Magazine Indian Island and ask all citizens to join in the efforts on May 13, 2016 to show support and recognition for this occasion.
