Statement of Issue:
Recommendation to Award Contract for Construction to Mattila Painting, Inc., of
Monroe, WA. The bid amount for the contract including 9% sales tax is $296,209.68.
Analysis/Strategic Goals/Pro's £t Con's:
Two bids were opened during the BoCC Public session on May 16, 2016. Based on
review of costs and qualifications of the low bidder, the most qualified and responsive
low bidder has been selected.
Fiscal Impact/Cost Benefit Analysis:
This work is included in the authorized project budget. The low bid was
approximately 7.2% above the Engineer's estimate of $276,197.23.
Recommendation:
The Board is asked to sign the Recommendation of Award of Contract where
indicated, and return the one (1) signed original to Public Works.

• The Call for Bids was issued by the Board of County Commissioners, on April 25, 2016
• Due notice of Call for Bids was given as required by law.
• Two (2) sealed bid were received and opened in the public meeting held on May 16, 2016
• The Public Works Department has completed checking the bids and has investigated the
qualifications of the lowest bidder.
• The bid tabulation is attached for reference.
The Public Works Department recommends that the construction contract be awarded to the lowest,
responsible, and responsive bidder:
Mattila Painting, Inc., of Monroe, WA. for the total bid in the amount of $296,209.68 including 9% WSST
For the Transfer Station and MRW: Prepare and Paint Project (Located at 325 Landfill Rd., and 282
Tenth St., respectively)
