The property owner was in the process of repairing an old existing septic system when Emma Bolin, assistant planner from the Department of Community Development, noticed that Jefferson County Critical Areas Maps show a wetland on the subject parcel in the south west portion of the property and a wetland on the adjacent property to the east. The letter, date February 9' , 2016, can be found under CASE #: SEP16-00007. RESOURCES REVIEWED PRIOR TO FIELD INVESTIGATION: Jefferson County Critical Areas Maps. years 2005-2015 Google Earth Maps National Wetland Inventory Maps. Jefferson County Unified Development Code. Soil Survey of Jefferson County, 1975 DESCRIPTION OF PARCEL: Parcel 702233003: Physically it is situated south of Highway 101 and north of Quilicene River. It is west of the town of Quilicene Washington and is east of the Fish Hatchery. See Appendix A "Vicinity Map". DESCRIPTION OF PROPERTY: The property has fairly flat topography on its upper most portions towards Glen Logie road (the northern portion). It then drops off sharply to the south in the middle of the parcel. The southern most half of the parcel has flat topography. The upper north portion, above a steep bank, is where the location of the home site and existing septic site is. The southern portion, the valley bottom, is flat with open fields on adjacent property. As mentioned, Jefferson County Critical Areas Maps show a wetland oil the bottom south portion to the west. The other mapped wetland is to the east at the base of the same steep bank on the adjacent property. FIELD INVESTIGATION RESULTS: BELOW IS JEFFERSON COUNTY CRITICAL AREAS MAP: WETLANDS NEAR OR ON PROPERTY. The mapped Wetland to the south west portion of property was level. There is a drive way from above down to the level bottom portion through the mapped northern part of the wetland. The area that was mapped on the subject property is a mowed lawn/pasture. It had several fruit trees and young douglas fir trees amongst ornamental shrubbery. Soils were investigated and were as follows: 0-8" IOYR2/3 silt loams, medium granular structure with many common roots. 8-14" 10YR2/2 silt loams, medium granular structure and no mottling. No Hydrology within twenty inches of the surface Area of mapped wetland did not meet two of the definitions of "Wetlands" (No hydric soils or indicators of hydrology). Property across the fences (parcels 702233001 to the south and 702233004 to the west) had flat topography and overgrown with himalayan black berry and there were young alder trees and big leaf maples. It was difficult to see through the black berry but I could not see any wetlands within 300' of the septic repair area. If Jefferson County can gel the permission from either parcel owner, I would be willing to further investigate their parcels if wetlands do extend further beyond. The mapped Wetland to the east of the subject property did not appear to be present either. From the subject parcel it was difficult to see through the big leaf maples but from the 3 southern portion of the subject parcel, I could not see anything indicating wetland vegetation or any depressions on the property to the east. It was all pasture grasses and planted with fruit trees with areas of himalayan black berry thickets. MAN -INDUCED WETLAND/MAN MADE POND: JCC 18.22.070 (9) Upon investigation, there is a depression to the east of the Jefferson Counties Critical Areas Mapped wetland. See Map in Appendix A for location on parcel. After my investigation the owners of the property told me that it was excavated out years ago to water cattle. I agreed. The area is kidney bean shaped with sloping sides. The excavated portion of the land is approximately 123' long, running west to east and average width is 17' wide running south to north. Area around the excavation is all flat that thereby concludes it was excavated out of uplands. The area has beenmaintained for the last five years through landscaping. The owners have been removing obnoxious weeds such as himalayan black berry, planting yellow flag and planting shrubs along the edge. To reach the water table to make it a year round pond would require more excavation. Water drains quickly out of the depressed area. They said it only ponds a few months out of the year now. My field investigation revealedjust that. My findings are detailed below. SOILS: (See Map in Appendix A for location of data Plots) Pond The soils in the bottom of the pond were the wet variant of Belfast Silt Loam. 0-8" 10YR2/2 silt learns, many common roots. 8-14" I OYR2/2 silt foams, with 10YR 2/4 mottling at 10". Hydrology coming in at eight inches of the soil pit. *Four days after this site visit, hydrology was twenty inches dawn, front .soil surface. Non Pond: The soils on the outer edge of the pond and in the mowed area on the south side of pond were the mapped soil type: Belfast Silt Loams. 0-6" 10YR2/3 silt loams, medium granular structure with many common roots. 6-14" 10YR2/2 silt loams, medium granular structure and no mottling. VEGETATION: Vegetation at the west end of the pond was mainly western buttercup. The first visit, it was not that tall and the excavated edge of the pond could easily be seen. Now, the buttercup is almost two feet tall in some spots and the edge of the pond is not as visible. At the east side of the pond, it was planted with yellow flag. Vegetation around the pond edge is planted with fruit trees, some douglas fir, pasture grasses and ornamental shrubs. CONCLUSION: The man made pond only ponds a few months during the year. The hydric soils could only be found in the very bottom of the pond. It probably only ponds about a foot of water and judging from location of mottles, it drains fairly quickly. The area of hydric soils was one hundred twelve feet long by an average of eight feet wide in the bottom. Total area of hydric soils is an area of approximately eight hundred and ninety six square feet of hydric soils. See Map in Appendix A for hand drawn map of pond features. The location of the septic repair is greater then three hundred feet from any mapped wetlands. The pond, is a man -induced wetland. This is not an official determination. Jefferson County's Biologist will have the final determination. If the biologist requests for the pond to be rated using the Western Washington's Wetland Rating Sheets, Meehan-Roulst Wetland Consulting will provide them.
