IN THE MATTER OF A DETERMINATION I

PROPERTY AS SURPLUS AND SELL TO } RESOLUTION NO.
22-16
A GOVERNMENT AGENCY
WHEREAS, it is the desire of the County Commissioners of Jefferson County to dispose of
surplus property; and
WHEREAS, the Sheriff's Office and Fleet Services have removed the vehicle identified as 2009
Ford Crown Victoria VIN #2FAHP71 V09X125277 with asset ID#000793 from service and indicated a
need to dispose of the item; and
WHEREAS, the Forks Police Department is a government agency and has expressed interest in
purchasing the vehicle; and
WHEREAS, RCW 36.34.130 and RCW 36.34.010 allow intergovernmental sales and transfers to
be made by the county commissioners upon such terms and for such consideration as may be deemed
adequate; and
WHEREAS, RCW 36.34.020 exempts sales of surplus equipment from the requirements to
publish notice and hold a public hearing when the sale is to a government agency and the value of
equipment does not exceed $50,000.00; and
WHEREAS, the Commissioners may set a reasonable minimum sale price after determining fair
market value, and a reasonable minimum sale price of $3,000 as equipped with law-enforcement
equipment has been established;
NOW, THEREFORE, BE IT RESOLVED, by the Commissioners of Jefferson County that the vehicle
identified as 2009 Ford Crown Victoria VIN #2FAHP7 I V09X 125277 with asset ID#000793 shall be
declared surplus and may be sold to the Forks Police Department for a minimum sale price of $3,000.

SUBJECT: Resolution to Declare Certain County Property as Surplus
and Sell to Government Agency
STATEMENT OF ISSUE: The Sheriff's Office and Fleet Services have removed the vehicle
identified as 2009 Ford Crown Victoria VIN #2FAHP71V09X125277 with asset ID#000793
from service and indicated a need to dispose of the item. The Forks Police Department has
indicated interest in purchasing the vehicle.
ANALYSIS: Fleet Services has determined that selling this vehicle in its current condition
would be better financially than stripping it of its emergency equipment (at some expense)
to sell it at auction to a non -law-enforcement buyer for the $1,300 we average at auction
for this type of sedan. Fleet Services supports the requested sale to the Forks Police
Department and has indicated a reasonable purchase price of $3,000 as equipped with law-
enforcement equipment. The Sheriff's Office has no objections to the sale.
RCW 36.34.020, 36.34.0301 36.34.340, 36.34.050 & 36.34.090 outline statutory
requirements to dispose of property. Intergovernmental sales and transfers may be made
by the county commissioners upon such terms and for such consideration as may be
deemed adequate. RCW 36.34.130 and RCW 36.34.010 provide this authority.

FISCAL IMPACT: Proceeds from the sale of the vehicle must be credited to the fund from
which the original purchase was made. Said proceeds will be returned to the ER&R Fund.
RECOMMENDATION: Approve the Resolution to Declare Certain County Property as
Surplus and Sell to a Government Agency with a minimum sale price of $3,000 as equipped
with law-enforcement equipment. n
