Srssar -f (Q STATE OF WASHINGTON 9�(e, COUNTY OF JEFFERSON In the Matter of Annexati in of Unprotected Land within } Jefferson County into urisdiction and Boundaries } RESOLUTION NO.l 23-16 of Jefferson County Fire Protection District No. 1 } (dba East Jefferson Fire and Rescue) } WHEREAS, certain locations within unincorporated Jefferson County known as Parcel Nos.: Paper Mill Parcels: 001152008, 001152002, 001152003, 001152006, a portion of 001161004 in Section 15 T30N R1 W, being a portion of the Larry Scott Memorial Trail - Jefferson County, and Eastview Industrial Parcels: 947800001, 947800002, 947800003, 947800004, 947800006 are not within the jurisdiction or boundary of any Fire Protection District at this time; and WHEREAS, a property owner has obtained sufficient signatures on a petition seeking to have those parcels made part of Jefferson County Fire Protection District No. 1 (dba East Jefferson Fire and Rescue); and WHEREAS, the Auditor's Office for Jefferson County has examined the signatures on the petition for annexation and found that more than 60% of the qualified registered electors residing within the area proposed for annexation have signed the petition seeking annexation; and WHEREAS, the Auditor's Office issued a Certificate of Sufficiency with respect to this petition on May 6, 2016; and WHEREAS, the Board of Commissioners for Jefferson County Fire Protection District No. 1 has, via its Resolution No. 16-04 adopted on May 4, 2016, requested that the annexation be implemented; and WHEREAS, the annexation of this unprotected real property in unincorporated Jefferson County is in the public interest and conducive to the public safety, welfare and convenience of persons residing, working and recreating in the area to be annexed; and WHEREAS, pursuant to the petition method chosen by the affected citizens and Ch. 52.04 RCW an election in the territory and a hearing on the petition need not occur. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Jefferson County, that the request of the Board of Commissioners of Jefferson County Fire Protection District No. 1 is approved. A petition signed by a property owner has successfully completed the petition method under Ch. 52.04 RCW to be annexed into the nearest FPD which is Jefferson County Fire Protection District No. 1 (dba East Jefferson Fire and Rescue). The petitioner has met the numerical requirements for annexation by petition and the Board of Commissioners for the Jefferson County FPD No. has agreed, via their Resolution No. 16-04, to accept the annexed territory. All that remains to be done, per RCW 52.04.011(3), is for the Jefferson County Board of Commissioners in their legislative capacity to "order" the incorporation of the territory subject to the petition "into the existing fire protection district." The attached Resolution formalizes the incorporation of the territory subject to the petition into the jurisdiction of the existing Jefferson County FPD No. 1 (dba East Jefferson Fire and Rescue). ANALYSIS: Given the concurrence of the affected citizens and the Commission of Jefferson County FPD No. 1 that such an annexation should occur, the County Commission should implement this final step to annexation. The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. Instructions for Applicants: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most, cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations.
