HomeMy WebLinkAbout061316_cabs01Department of Public Works O Afternoon Briefing 1:30 PM Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, P.E., Public Works Director/County Engineer Agenda Date: June 13, 2016 Subject: Briefing - Undie Road Emergency Road Relocation Project Statement of Issue: The County Engineer and Engineering Services Manager will brief the Board on the status of the Undie Road Emergency Road Relocation project. Project plans, schedule, and the updated estimate will be provided and discussed. A financing plan will be discussed. Analysis/Strategic Goals/Pro's £t Con's: Slide activity has severely damaged the roadway at Undie Road MP 1.1 threatening to cut off access for residents. Engineers, geologists and geomorphologists have been consulted and agree that the likelihood of arresting the slide is low and would come at very high costs with uncertain outcomes. Public Works has been aggressively pursuing an alternate route that entails using 1.3 miles of existing DNR road and 0.9 miles of new construction on steep terrain. This is a complicated project that involves right of way acquisition from the DNR and a private property owner, permits, and challenging construction. This type of project would typically require several years to implement. Recognizing the emergency nature of this project Public Works, Department of Community Development, the DNR, and several consultants working for the County are doing everything in their power to make this project happen this year. Current indications are that project bidding could occur in mid-June and that permits and right of way could come together allowing for an early August start date. Fiscal Impact/Cost Benefit Analysis: $1,150,000. Current proposal is to finance through a combination of the Road Fund, PILT, and internal borrowing. Recommendation: Authorize funding package and borrowing plan and direct Public Works to proceed with finalizing bid documents in preparation for calling for bids in mid-June. Sign a resolution establishing the project and allocating funding for it. Sign an Authorization and Concurrence for right of way acquisition. Potentially sign a call for bids. Department Contact: Monte Reinders, P.E., Project Manager, 385-9160 Reviewed By: Date AUTHORIZATION TO PROCEED WITH REAL PROPERTY ACQUISITIONS UNDIE ROAD RELOCATION County Project 18020070 Based on the Appraiser Certificate dated June 6, 2016 and the authority granted below, we hereby establish just compensation and authorize you to make the first offers on the following parcel that include land and timber value: Parcel Numbers Just Compensation Offer 713013004 $36,000.00 Recommendation and Approval: Monte Reinders Date Director, Public Works Concurrence and Authorization: The Board of County Commissioners of Jefferson County does hereby establish just compensation as stated above. The Board does hereby indicates its concurrence and gives authorization for the Department of Public Works to proceed with the offer, negotiation and acquisition of the above designated properties in accordance with Right of Way Acquisition Procedures Resolution 05-11, approved February 7, 2011. This authorization further directs the Department to execute the documentation to close said transactions and coordinate with the approved funding sources to pay for acquisition expenses. IT IS HEREBY RESOLVED that Undie Road, County Road No. 150009, be improved as follows: As the result of a deep seated landslide activated by the floods of November and December 2015 Undie Road has been damaged beyond repair at Milepost I.I. An alternate route will be constructed that follows the existing DNR FR -F-4200 and FR -F-4210 roads for approximately 1.3 miles at which point a new road will be constructed for an approximate distance of 0.9 miles that reconnects to the Undie Road beyond the landslide at approximate Milepost 1.25. IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown: PURPOSE PREVIOUS APPROPRIATION Engineering $ 0 Right of Way Construction: $ 0 TOTAL $ 0 PRESENT APPROPRIATION $ 72,500 (County) $ 138,500 (County_ $ 864,000 (County) $ 209,000 (FEMA) $ 1,075,000 (County) $ 209,000 (FEMA) $ 1,284,500 (TOTAL) This project is included in the officially adopted annual road program as Item No. X The project is hereby made a part of the officially adopted annual road program in accordance with R.C.W. 36.81.130. IT IS FURTHER RESOLVED that: X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq. The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and W.A.C. 136.18.
