HomeMy WebLinkAbout062716_cabs01CAB Commissioners Office JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: David Stanko, Jefferson County Sheriff DATE: June 27, 2016 SUBJECT: Strategic Planning for the Sheriffs Office STATEMENT OF ISSUE: A strategic plan hasn't been implemented by the Sheriff's Office in many years. As we continue to increase professionalism in the agency, we see many strengths, some opportunities and a few weaknesses. It is now time to identify and prioritize goals, and deploy our resources effectively and efficiently to meet those goals. ANALYSIS: Initially I engaged DeVore and Associates to evaluate our agency's community policing efforts. I brought in a WASPC team which conducted our first assessment (LEMAP) in preparation for beginning the accreditation process. Both DeVore and the LEMAP professionals recommended creating a strategic plan to chart a new course for the agency. RECOMMENDATION: Hire an experienced professional consultant to guide our Office through the planning and resource allocation process. REVIEWED BY: *See note below. _. U/ PhilipPCounty Admirriator Date * NOTE: This request by the Sheriff's Office has been submitted as a 2nd Quarter Supplemental Budget Request for funding to hire a consultant. The BoCC will be holding a Public Hearing to consider and take action on all Supplemental Budget Requests, including this one, at that time. The Public Hearing is tentatively scheduled for July 18, 2016. Staff recommends action be deferred until that time. j ROGER BAKER CONSULTING Your Partner in Leading Change BUSINESS OF www. For many years law enforcement organizations have focused on presenting leadership training for their staff to develop leadership thinking skills. But leadership training alone will not achieve the goals of an organization. It is strategic leadership training combined with the strategic planning process that provides the vehicle to lead staff to attain the goals, accomplish the missions, and achieve the vision of the organization. The strategic plan is the "verb" that is necessary to put leadership training into action. But strategic planning is also a skill that must be learned. The strategic planning program will allow you to bring the staff of your department together to work with the significant stakeholders of your community to not only design the future of your department but to also help to create it. The true power of strategic planning is harnessing the knowledge, skills, and abilities of those people who can contribute to the identification and achievement of the goals and objectives necessary to achieve the desired mission and vision that you have defined with the support of your staff and community. The Business of Policing strategic planning process will help bond your department with your community and increase the of your services to the community by identifying and focusing on prioritized issues and concerns. The increased community support and involvement that you will receive will improve your ability to provide the desired valuable services. This is the synergy that keeps the strategic planning process constantly evolving to meet the ever changing needs of both your department and community, and to avoid conflict of expectations. The process also provides the opportunity for team building, leadership training, staff participation and work performance accountability. The Quincy Police Department (QPD) was in dire need of a strategic plan and was searching for the best way to complete one. After a discussion with Roger, it became clear that his expertise and knowledge regarding police department strategic planning would be invaluable and well worth the anticipated cost. A few months later, the need for a multi-year strategic plan for the QPD was presented to the Quincy City Council and non -budgeted funding was requested. The City Council gave unanimous approval. The initial steps were taken in late 2011. to begin the planning process. Chief Baker provided a considerable amount of direction and help in the planning process. In early 2012 the process began in earnest. I can state, without reservation, Roger Baker provided outstanding leadership and mentoring to all members of the QPD Strategic Plan Steering Committee. The entire process was a positive learning and team building experience for the members of the QPD. In addition, community stakeholders were presented with the opportunity to contribute to the plan and they were very appreciative and pleased to support both their community and police department. On July 17, 2012, the Quincy Police Department Multi -Year Strategic Plan was presented to the Quincy City Council. They expressed their unanimous support of the final plan. I enjoyed working with Roger and Shirley Baker during the entire process and am happy to be able to provide this highly positive recommendation. With a new leadership team at the helm, the goal was to engage the students, faculty, staff and surrounding community to develop a comprehensive strategic plan with a new Mission, Vision and Values statement at the forefront of the plan. We invited Roger Baker, Business of Policing, to the table to discuss options, knowing that the former Chiefs experience at Anaheim, CA and Des Moines, WA as the leader of those well respected organizations was pivotal during culture changes instituted. there. Having worked with Roger at Anaheim, I knew firsthand how pivotal it is to have the right person facilitating strategic planning and how important that is to the future of a professional police organization. Roger presented a proposal to the UWPD leadership team, and we went to work. The process facilitated by Roger was extremely successful; developed with participation from within the PD, members from the UW community we serve and the citizens from the community surrounding the campus. As the Operations Chief at UWPD, I was very proud and excited about the energy and enthusiasm that came with the conclusion and implementation of the plan and how the Mission, Vision and Values of UWPD truly reflected the community we serve. I can, without reservation, recommend Roger and the Business of Policing as the go -to resource for facilitation of, and implementation of strategic planning for law enforcement agencies.
