STATEMENT OF ISSUE:
A strategic plan hasn't been implemented by the Sheriff's Office in many years. As we continue to increase
professionalism in the agency, we see many strengths, some opportunities and a few weaknesses. It is now
time to identify and prioritize goals, and deploy our resources effectively and efficiently to meet those goals.
ANALYSIS:
Initially I engaged DeVore and Associates to evaluate our agency's community policing efforts. I brought in
a WASPC team which conducted our first assessment (LEMAP) in preparation for beginning the
accreditation process. Both DeVore and the LEMAP professionals recommended creating a strategic plan to
chart a new course for the agency.
RECOMMENDATION:
Hire an experienced professional consultant to guide our Office through the planning and resource allocation
process.

* NOTE: This request by the Sheriff's Office has been submitted as a 2nd Quarter Supplemental Budget
Request for funding to hire a consultant. The BoCC will be holding a Public Hearing to consider and
take action on all Supplemental Budget Requests, including this one, at that time. The Public Hearing is
tentatively scheduled for July 18, 2016. Staff recommends action be deferred until that time.

Thank you for contacting me at the WASPC Conference and discussing the
implementation of highly successful organizational development programs for the
Jefferson County Sheriff's Office. I appreciate the opportunity to provide information about
three professional organizational development consulting services that I recommend for
all law enforcement agencies.
The Team Building and Psychological -Type Identification Program is conducted with a
defined segment and number of agency personnel to identify and resolve issues and build
greater understanding and cooperation among staff to achieve the goals of the
organization. The team building program process requires 1-3 days to accomplish
depending upon the number of participants and the determined goals of the program. The
Team Building Program consultant fees range from $3,000.00 to $6,000.00, plus
expenses, depending upon the goals of the program, number of participants and the
number of program days. Consultant fees for psychological -type identification and
participant orientation are $100.00 per person.
The Strategic Organizational Leadership and Planning Program is designed to enhance
the ability of your agency to accomplish its mandates, fulfill its mission, achieve its vision,
meet the needs of its stakeholders, and create greater public value for the organization.
The program normally requires nine full days of activity with the selected agency Strategic
Plan Steering Committee. Program fees range from $16,000.00 to $20,000.00, plus
expenses, depending on the size of the organization and the scope of the plan.
The Coaching for Success Program provides individual professional coaching services
that are designed to enhance leadership and work performance skills. Fees for these
services are set at $125.00 per hour session with a minimum of five (5) sessions plus a
$200.00 fee for the administration and interpretation of two psychological -type
assessments.
All of my organizational development programs are individually crafted to meet the needs
and goals of each individual agency. My consulting fees for services are firm but not fixed
and combining program services can provide the opportunity for fee reductions. Please

Chief Roger Baker began his 36 -year law enforcement career in California with the Anaheim Police
Department in 1974. In his tenure he commanded each of the four divisions of the 600 -member
Department and was appointed Chief of Police in 1999. He led the Department in the development of its
first Strategic Organizational Leadership and Planning Program which resulted in the reorganization of
the Department and the achievement of historically low crime rates coupled with historically high crime
clearance rates. Anaheim had a resident population of 345,000 and over 20 million annual visitors to the
Anaheim Convention Center (largest on the west coast), Anaheim Stadium, Anaheim Arena, Disneyland
Resort, and hotels with a combined total of 20,000 rooms. The Anaheim Police Department provided
security services to all four entertainment venues. Chief Baker retired from the Anaheim PD in 2003.
Chief Baker and his wife, Shirley, moved to Des Moines, Washington in 2004 and he
was appointed Chief of Police. Chief Baker was given the daunting task of rebuilding
the 60 -member Police Department after it had lost almost 25% of its staff due to
budget reductions in the late 1990's. He immediately led the Department in the
development of its first Strategic Organizational Leadership and Planning Program
which resulted in increased community support and a reduction in the crime rate. He
also led the development, with strong community support, of alternative funding
sources to restore and sustain the Police Department. Chief Baker retired from the
Des Moines Police Department in 2010 and now provides consulting services.
Chief Baker's educational and service achievements include: Bachelor and Master Degrees in Counseling
Psychology; Master Degree Graduate Certificate in Organizational Leadership; Graduate of the FBI
National Academy (class 156); and Graduate of the U.S. Department of Justice Command College. He
also holds three California college -level lifetime teaching credentials and is a Certified Professional
Coach and a Certified Psychological -Type Assessor. He is a life member of the International Association
of Chiefs of Police, a charter member of the Society of Police Futurist, Advisory Board member of
Northwest University and a member of both the California and Washington Police Chiefs Associations.
Chief Baker has developed and presented specialized law enforcement and other public safety agency
related educational programs including organizational development, leadership and coaching programs
for colleges and universities, California POST, the California Department of Justice, police academies,
fire service organizations, and law enforcement agencies for over thirty-five years. He has most recently
served as Chairperson of the King County, Washington Police Chiefs Association, Policy Committee
Chairperson for the Washington Association of Sheriffs and Police Chiefs, and Advisory Board member
of Northwest University.

"I had the pleasure of meeting retired chief of police Roger Baker and his wife
Shirley in early 2011 at the Washington Association of Sheriffs and Police Chiefs
conference. The Quincy Police Department (QPD) was in dire need of a strategic
plan and was searching for the best way to complete one. After a discussion with
Roger, it became clear that his expertise and knowledge regarding police
department strategic planning would be invaluable and well worth the anticipated
cost. A few months later, the need for a multi-year strategic plan for the QPD was
presented to the Quincy City Council and non -budgeted funding was requested.
The City Council gave unanimous approval.
The initial steps were taken in late 2011. to begin the planning process. Chief
Baker provided a considerable amount of direction and help in the planning
process. In early 2012 the process began in earnest. I can state, without
reservation, Roger Baker provided outstanding leadership and mentoring to all
members of the QPD Strategic Plan Steering Committee. The entire process was a
positive learning and team building experience for the members of the QPD. In
addition, community stakeholders were presented with the opportunity to
contribute to the plan and they were very appreciative and pleased to support both
their community and police department.
On July 17, 2012, the Quincy Police Department Multi -Year Strategic Plan was
presented to the Quincy City Council. They expressed their unanimous support of
the final plan. I enjoyed working with Roger and Shirley Baker during the entire
process and am happy to be able to provide this highly positive recommendation. I
have great respect for Roger Baker as an individual and as a professional and am
confident that he and the Business of Policing will continue to exhibit positive
performance and results for any agency in need of a strategic plan or professional

half years into a significant transformational organization change. With a new
