PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES: The proposal is for a Shoreline Conditional Discretionary Use Permit for a vertical expansion to an existing, nonconforming single family residence. The residence was permitted by Jefferson County in 1974 with an addition of a garage in 1981. The single family residence is currently with the marine shoreline buffer, approximate 95 feet from ordinary high water mark (OHWM), the proposed expansion is located approximately 120 feet from OHWM. The proposal is to remove and replace a 200 square foot section of the residence as the master bedroom and expand it by 126 square feet landward of the residence, in addition a vertical expansion of a second story loft above the bedroom of 322 square feet is proposed. An interior remodel of the residence will also occur as part of the associated building permit application (BLD16-00111). An engineered Stormwater, Erosion and Sediment Control Plan and Report was prepared by Northwestern Territories, Inc. as part of the proposal, this includes replacement of current drainage pipes and removal of 389 square feet of existing gravel driveway and overall will improve stormwater drainage on the site. A Geotechnical Site Review was also completed by Northwestern Territories, Inc. which addressed the stability of the site and provided recommendations to be followed for the proposal including planting of native tree species. The rebuild of the bedroom to the specification in the report will bring the structure into current building code compliance and will ensure stabilization in this area where the fill material placed historically has been unstable. A Mitigation and Habitat Management Plan prepared by Westech Company was completed which addressed the impact that the proposal has on the ecological functions of the site and provides mitigation requirements including a planting plan, which will improve the current habitat and vegetation in the nearshore area. The proposal is exempt from SEPA review under WAC 197-11-800(2)(0 and (1)(b)(i). Final authority for shoreline conditional use permit decisions rests with the Washington State Department of Ecology. COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS: The application and any studies may be reviewed at the Jefferson County Department of Community Development. All interested persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy of the decision by submitting such written comment(s)/request(s) to the Jefferson County Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450. Comments concerning this application should be submitted to the Department by 4:30 p.m. on August 6, 2016. If the last day of the comment period falls on a weekend or holiday, then the comment period shall be extended to the first working day after the weekend or holiday. Comments submitted after this date may not be considered in the staff report. PUBLIC HEARING INFORMATION: This is a Type II Permit Application that is exempt from SEPA review. There will not be a public hearing unless the final permit decision by the Administrator is appealed to the Hearing Examiner. If an appeal hearing is scheduled, separate notice will be made at least 10 days prior to the hearing. A copy of the staff report will be made available for inspection at no cost at least seven calendar days prior to such a hearing. APPEALS: The final permit decision for this Type II permit application will be made by the Administrator. Parties of record may appeal the decision to the Hearing Examiner within 14 calendar days of the final Notice of Decision. Decisions of the Hearing Examiner may not be further appealed except to Superior Court.
