Statement of Issue: Change Order No. 1 with Seton Construction, Inc. of Port
Townsend, Washington for the above referenced project.
Analysis/Strategic Goals/Pro's Et Con's: A January storm event washed out the road
prism at Upper Road mile post 9.8 threatening access for residents and the Olympic
National Park Hoh Rainforest visitor center. Public Works stabilized the road by
reconstructing the lower portion of the road embankment with a rock revetment.
The upper portion of the slope was not completed at that time due to permitting
uncertainties. This change order is for completion of the upper portion of the road
embankment.
Fiscal Impact/Cost Benefit Analysis: The amount for Change Order No. 1 is $47,000,
which will increase the total contract amount to $162,000. This will be funded at
100% by the Federal Highway Administration.
Recommendation: Public Works recommends that the Board execute all three
originals of Change Order No. 1 with Seton Construction, Inc. and return two originals
to Public Works.
