SUBJECT: County Administrator's Briefing: Request from Quinault Nation to discuss
proposed Kalaloch Cabins Project proposed by Delaware North Corporation
(MLA16-00008)
STATEMENT OF ISSUE: Kalaloch Cabins Project is a proposed Small -Scale Recreation and Tourism use
in the West End Planning Area (WEPA). The WEPA also has a Small -Scale Recreation and Tourist Uses
overlay district to provide additional economic development opportunities (JCC 18.20.350 and JCC
18.15.470). The project is summarized as follows:
Five parcels are being combined for the minimum acreage necessary to construct 24 1 -bedroom cabins short-
term rental use.
Reasonable Economic Use Variance (Chapter 18.22 JCC) is requested to reduce wetland buffer. Condition
Use and Lot Consolidation is also requested.
Similar proposals have been initiated on this property, most recently in 2009.
ANALYSIS: The Board of County Commissioners received a letter dated July 13, 2016 from Fawn Sharp,
President, Quinault Indian Nation requesting government -to -government consultation to discuss the subject
proposed development. A Notice of Application using the optional SEPA Determination of Non -significance
(DNS) process was issued on Wednesday, July 6, 2016. The SEPA DNS comment period closes July 21,
2016. At the time of this writing, approximately 11 comments have been received. This briefing will
summarize the major known issues and comments received on the proposal and will seek Board feedback
and direction regarding the requested consultation.
FISCAL IMPACT: There is no direct fiscal impact from the conduct of this briefing.
RECOMMENDATION: It is recommended that the Board receive information regarding the proposed
development.
