Subject: Rural Arterial Program (RAP) final prospectus for Center Road MP
14.61 to MP 15.01
Statement of Issue:
The Rural Arterial Program (RAP) is a competitive grant program managed by the
County Road Administration Board (CRAB). In order to be included in the RAP priority
array, this prospectus must be submitted to CRAB via an online database and signed
hard copies sent by September 1.
Analysis/Strategic Goals/Pros Et Cons:
The segment of Center Road 2 R project (Resurfacing and Restoration) between MP
14.61 and MP 15.01 is rutted, moderately corrugated, patched and has considerable
cracking. This project proposes to remove the years of crack sealing, patching and
chip seal that are failing to remedy the poor pavement condition.
Fiscal Impact/Cost Benefit Analysis:
Our local funds available for road construction are limited. The Rural Arterial Program
is one outside source available to counties. If projects are selected, RAP funds cover
90% of the project cost and the local match is 10%. This is a competitive program
within the RAP Northwest Region and no funds are guaranteed for any county.
Preliminary planning estimates indicate the total cost of the project is $710,000. If
selected, RAP could fund $639,000. County match from the local road fund would be
$71,000. This RAP project is included in the draft Six -Year Transportation
Improvement Program (TIP) for 2017-2022.

Recommendation:
Authorize the chair to sign the Rural Arterial Program Prospectus. Return to Public
Works for further processing.

PROJECT NARRATIVE
This segment of Center Rd. pavement is badly rutted and moderately corrugated, exhibits evidence of flushing (especially in warm summer
months), has many patches, and considerable cracking. Years of maintenance including crack sealing, patching, and chip sealing have failed to ^
remedy the poor pavement condition. The only viable solution is to remove the numerous layers of old pavement and replace them with new full
depth pavement. Jefferson County has performed borings which revealed that although the underlying base is hard sand and gravel, the existing
5 - 8 inch deep asphaltic surfacing material is crumbly and wet and the cause of the surface failure.
