HomeMy WebLinkAboutEmergency Management DirectorPosition: Department: Annual Hours Worked: Exempt Salary System Grade: FLSA: Union: JEFFERSON COUNTY JOB DESCRIPTION Emergency Management Director Emergency Management 2080 MGR18 Exempt - Professional Exempt Approved By: Human Resources Manager Adopted: August 19, 2016 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Responsible for organizing, planning, managing, and directing the activities of the Emergency Management Department, including all aspects of disaster mitigation, preparedness, response, and recovery. Coordinate training for County employees on response to disasters and emergencies such as earthquakes, tsunamis, fires, active shooters, bomb threats, etc. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given significant discretion, within the scope of adopted policies, regulations and law. Supervision and guidance provided by the County Administrator. 3.0 SUPERVISION EXERCISED 3.1 Persons in this position supervise employees, casual labor, and volunteer positions as needed in the Department of Emergency Management. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, making recommendations on hiring, training employees or supervising training, planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems. Perform as Incident Commander during emergency activation of the Emergency Operations Center. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Manage the Department of Emergency Management, assure the emergency readiness of county government and compliance with state and federal laws and standards for disaster preparedness and homeland security. 4.2 Develop and produce emergency management plans and procedures, including maintenance of the Comprehensive Emergency Management Plan and program, as required by law. 4.3 Direct the work of assigned staff and extensive volunteer cadre; supervise and coordinate a multi - agency Incident Management Team when the Emergency Operations Center is activated in an emergency. 4.4 Work in a lead coordination role with local emergency response and recovery agencies and organizations. 4.5 Design and conduct training, drills, and exercises to assure operational readiness. Jefferson County Job Description: Emergency Management Director 4.6 Plan for and coordinate training, drills, and exercises for County employees on disaster and emergency response. 4.7 Design and conduct a public preparedness education, awareness, and community outreach program; and maintain liaison with community preparedness groups. 4.8 Act as the lead in the Jefferson Peninsula Regional Emergency Planning council (JPREP). 4.9 Work with adjacent jurisdictions in the region to develop multi-level emergency management and mutual aid programs and communications networks. 4.10 Assure that the Emergency Operations Center (EOC) is in a regular state of readiness for immediate activation 24/7, and that internal procedures are in place for continuity of operations under various emergency scenarios. 4.11 Represent the Department of Emergency Management by attending and participating in Homeland Security Region 2 meetings. 4.12 Monitor and comply with budget and grant management requirements associated with Homeland Security grants and relating funding. 4.13 Act as advisor to County leadership on matters disaster mitigation, preparedness, response and recovery. 4.14 Develop and coordinate Continuity of Operations Planning for County Government. 4.15 Act as lead for coordination with state and federal authorities during disaster recovery operations. 4.16 Be available for twenty-four on-call or shift rotations. 4.17 Perform other tasks as directed. 5.0 REQUIRED KNOWLEDGE AND ABILITIES 5.1 Knowledge of emergency management programs, planning and practices, including understanding local, state and federal regulations and funding, as applied in administering emergency mitigation, preparedness, response and recovery in a county or municipal setting. 5.2 Demonstrated experience in research, development, and production of a county or municipal Comprehensive Emergency Management Plan (or equivalent). 5.3 Knowledge of county and municipal government structure, budgeting, personnel management and operations. 5.4 Ability to work effectively with and adjust communication styles for diverse audiences including different emergency response & recovery disciplines, government leaders, volunteers, military, citizens, and the news media. 5.5 Ability to recruit, train, motivate and manage volunteers in carrying out emergency management roles. 5.6 Ability to understand and apply multipart programs standards, applicable state and federal laws and regulations. 2 of 4 Jefferson County Job Description: Emergency Management Director 5.7 Ability to lucidly translate strategic concepts, complex policies and operational procedures into practical written form. 5.8 Demonstrated ability to deal with multiple, simultaneous priorities. 5.9 Demonstrated problem -solving skills, and ability to analyze conditions and make decisions in a crisis/time-critical environment. 5.10 Ability to handle emergency activation that may require long work periods in high stress and time -critical decision-making in chaotic conditions or protracted rotating shifts over several days or weeks. 5.11 Ability to design, produce, and present original specialized training. 5.12 Ability to speak comfortably and effective in a variety of public settings. 5.13 Skill in using personal computers and software, and other office equipment, standard to emergency management, and the ability to adapt to new or modified equipment and software as may be required. 5.14 Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. 5.15 Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, rations, and proportions to practical situations. 5.16 Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 5.17 While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, or hear and to reach with hands and arms. The employee frequently is required to use hands to finger, handle, or feel objects. The employee is occasionally required to climb, balance, and to stoop, kneel, crouch and crawl. 5.18 Good health, and good physical condition, appropriate to the position. The employee must occasionally lift and/or move up to 10 pounds. Specific vision requirements include: close, distance and color vision; the ability to adjust focus and the ability to read small print. 6.0 MINIMUM QUALIFICATIONS 6.1 Education and Experience: Bachelor's Degree (BA) or equivalent four year degree from an accredited university or college; and five years emergency management experience, including at least one year as a director or manager; or an equivalent combination of experience and education which provides the required knowledge and abilities. 6.2 Coursework: the applicant must at a minimum have completed the following Federal Emergency Management Courses: • ICS 100 (Introduction to the Incident command System) • ICS 200 (ICS for Single Resources and Initial Action Incidents) • IS 700 (National Incident Management System, An Introduction) • IS 600 (National Response Framework, An Introduction)\ 3 of 4 Jefferson County Job Description: Emergency Management Director Additionally, completion of the following courses are encouraged by not required: • ICS 300 (Intermediate ICS for Expanding Incidents) • ICS 400 (Advanced ICS for Command and General Staff) 6.3 A valid Washington State Driver's License 7.0 WORK ENVIRONMENT The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, night vision, the ability to read small print and the ability to adjust focus. 7.4 The noise level in the work environment has moderate noise. 7.5 While performing the duties of this job, the employee occasionally works in outside weather conditions. 7.6 Activation of the Emergency Operations Center may require prolonged hours at any time or any day, with louder noise levels than a typical office environment, and as necessary, may take place in environments exposed to outside weather.
