Westech Company prepared a Habitat Management Plan for this Site in 2011. Mr. Turgeon has since built his new residence as per the Plan and his SPAAD Permit. He has now completed the plantings specified in the Habitat Management Plan (HMP). This letter documents those plantings. The attached Map (Figure 1), shows the four areas (Area A, B, C-1 and C-2) where plants were installed (as -built map). The plants were from Woodbrook Native Plant Nursery in Gig Harbor, Washington. The planting was conducted by Madrona Point Landscaping of Bremerton, Washington. Westech checked on planting areas prior to, during and following those plantings. Our final site check was carried out by me on June 20, 2016. Plantings are listed in Table 1 for the site. Three modifications to the original list of plants were made. Lady fern was substituted for bracken fern due to lack of available stock at the time of planting. Also, buttercup (Ranunculus repens) was eliminated because it would likely not survive very well in the relatively dry planting areas, coupled with a lack of available stock. The amount of grass seed found to be necessary was also reduced based on minor modifications of Areas C-1 and C-2. All other species listed appear to have been planted as specified in the original HMP. The number of each species also appears to be correct. Shrubs were planted in areas A and B in addition to the specified native grass seed. Topsoil was spread and native grass seed was also planted as specified in Areas C-1 and C-2 and appears to be germinating well in those areas. The shrubs in Areas A and B appear healthy and doing well immediately following planting. The attached photographs show the planting areas following planting on the Site. Westech does recommend that watering occur regularly, especially this first summer in order to assure survival and meeting performance standards specified in the HMP. This could best be accomplished through a drip system or other regularly applied watering. The HMP plantings were defined assuming a long-term survival rate of at least 85-90 percent. P.O. This was done to prevent erosion impacts during construction, however, it should now be removed carefully, in order not to affect the new plantings in Area A and to prevent die -off of plants beneath the plastic sheet, thus causing additional potential erosion. This could require cutting the plastic into sections for removal. As per the requirements of the HMP, monitoring should be carried out annually for five years. Survival for the first year should be 100 percent, followed by at least 90 percent for the second year and 85 percent for subsequent years. If planting survival falls below these limits, a Contingency Plan should be developed and additional actions taken as necessary. Monitoring Reports should be submitted to Jefferson County annually documenting survival of the plantings. We recommend that Mr. Turgeon's project be given final approval by the County, based on the completion of compliance with plantings and other requirements specified in the HMP.
