MINUTES
Week of October 12, 2015
Chairman David Sullivan called the meeting to order at the appointed time in the
presence of Commissioner Phil Johnson and Commissioner Kathleen Kler.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions: -
• A citizen commented on an agreement listed on the Consent Agenda item regarding education and
therapeutic services for children ages birth to three years;
• A citizen urged the Board to finalize the Animal Responsibility Ordinance;
• Two (2) citizens voiced concern regarding the recent finding Jefferson County received as a result of an
audit conducted by the Washington State Auditor's Office. One citizen requested a formal report on how
this issue will be resolved;
• Two (2) citizens urged the Board to make the connection between the Larry Scott Trail and the Olympic
Discovery Trail, a higher priority;
• Two (2) citizens voiced concern regarding the Fager Trial and the Olympic Peninsula Narcotics
Enforcement Team (OPNET); and
• A citizen stated the Planning Commission and the Department of Community Development (DCD) are
both lacking the manpower to work on the Comprehensive Plan Amendment.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Johnson moved to approve all the items on the Consent Agenda as presented. Commissioner Kler
seconded the motion which carried by a unanimous vote.

meeting schedules.
The meeting was recessed at 9:49 a.m. and reconvened at 10:03 a.m. with all three
Commissioners present.

HEARING re: 2015 3rd Quarter Budget Appropriations/Extensions for Various County
Departments: County Administrator Philip Morley explained that there are a number of proposed
amendments to the General Fund Budget and other funds. Per RCW 36.40.140 the Board of County
Commissioners (BOCC) must hold a public hearing regarding the proposed budget changes.
Commissioner Kler excused herself to attend a previously scheduled meeting.

Chairman Sullivan opened the hearing for public testimony.
Bruce Cowan, Port Townsend: He stated that he is the only citizen in attendance at the meeting. He has
looked over these materials and as the only citizen present at the meeting, he wholeheartedly endorses
this activity and is happy to see the Commissioners holding public hearings on these issues.
Hearing no further comments, Chairman Sullivan closed the hearing. He noted there are often many
changes because departments and budgets can be complicated. County Administrator Morley noted that

it is helpful to bundle these requests and give them focused attention four times a year. It gives a sense
of the cumulative impacts.
Commissioner Johnson moved to approve RESOLUTION NO. 36-15 re: 2015 3`a Quarter Budget
Appropriations/Extensions for Various County Departments. Chairman Sullivan seconded the motion.
The motion carried.
The meeting was recessed at 10:15 a.m. and reconvened at 1:40 p.m. with Chairman
Sullivan and Commissioner Johnson present.
COUNTYADMINISTR,4TOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
Miscellaneous Items:
• Briefing re: 2016 Transportation Improvement Program (TIP). Public Works Director Monte
Reinders, Engineering Services Manager Jon Watson and Transportation Planner Zoe Ann Lamp.
There are 75 fish barriers that remain in Jefferson County. Director Reinders sent three top fish
barrier priorities to the State Fish Passage Barrier Committee for possible state funding.
The meeting was recessed at 3:03 p.m. and reconvened at 3:17 p.m. with Chairman
Sullivan and Commissioner Johnson present. Commissioner Kathleen Kler participated via conference
call.
Miscellaneous Items — Continued:
• Update on status of County's collective bargaining agreements.
• Update on Personnel Administration Manual and union/exempt benefit alignment.
• Recruitment update: Department of Community Development (DCD), Central Services and
Engineer III.
• Budget update.
• Fraternal Order of Police (FOP) Grievance meeting scheduled.
• Chimacum Park infill parcel update.
• Pending status of City of Port Townsend support to Jefferson County Fair on trespass enforcement.
• Management structure discussion.
• Jefferson County Sportsmens' Association gun range; Citizen concerns regarding hours of operation.
County Administrator Morley will follow up with the Sportsmens' Association.
• Port Ludlow Associates (PLA) mediation.
• Pending Port of Port Townsend resumption of sponsorship of the Quilcene Wastewater Feasibility
Public Infrastructure Fund (PIF) project.

Calendar Coordination:
• There will be a Joint Growth Management Steering Committee (JGMSC) meeting on October 16,
2015.
• There will be a Jefferson Transit Retreat on October 20, 2015.
• There will be a Tourism Summit on October 21, 2015.
• Commissioner Kler will be out of the office on November 9, 2015.
• Commissioner Kler will be attending the Washington State Association of Counties (WSAC)
Conference in Skamania November 17-19, 2015.
NOTICE OFADJOURNMENT: Commissioner Kler moved to adjourn the meeting at
4:13 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Johnson
seconded the motion which carried by a unanimous vote.
