IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown: PURPOSE ROAD LEVY RECREATION RESOURCE GRANT Feasibility Study: $ 0 $ 100,000 TOTAL: $ 0 $ 100,000 This project is included in the officially adopted annual road program as Item Nos. --X--The project is hereby made a part of the officially adopted annual construction program in accordance with R.C.W. 36.81.130. IT IS FURTHER RESOLVED that: X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq. This project replaces the unfunded Project #30 ODT - Feasibility Study - Four Corners Rd to S. Discovery Bay on the 2016-2021 Transportation Improvement Program (TIP). Analysis/Strategic Goals/Pro's 8t Con's: Jefferson County Public Works was awarded funds to be used for planning, acquisition, and development of the ODT from Discovery Bay to the Larry Scott Trail at Milo Curry Rd. Phase 1 is a feasibility study. This will consider potential route alternatives and designate a preferred route. The report shall include a cost estimate for securing rights-of-way; architectural design, engineering Et permitting; and a budget for construction. The scope of work for additional phases will be amended into the grant's Project Agreement at the successful completion of Phase 1. This work will support the eventual construction of this segment. Fiscal Impact/Cost Benefit Analysis: Public Works was awarded $1,000,000 of unused Recreation Resource Grant (RRG) funds, authorized through Engrossed Substitute House Bill #2380 for supplemental capital appropriations for the 2015-17 biennium, that may be used for the further planning, acquisition, and development of the ODT route between Discovery Bay and the trail's intersection with the Larry Scott Trail at Milo Curry Rd, without requiring matching resources. Phase 1 of the project will be completed using $100,000 of grant funds. Recommendation: Sign the attached Resolution authorizing Public Works to begin work on the project.
