The propertyfronts Port Townsend Bay halfway between Kala Point and the Chimacum Creek Estuary. The property is in a rural setting surrounded by similarly developed shoreline parcels. The subject property is currently under development with a nearly finished single-family residence, septic system and driveway. Historically, this property has been mowed. The historical aerial photo review showed that the property has been maintained (mowed) for at least 10 years. According to Google Earth historical mapping, the last time this area of land was forested was approximately 1990. Since the establishment of Prospect View Estates, the property has had no significant vegetation nor noteworthy habitat quality. The slope appears to have remained untouched. There are no onsite wetlands, streams or Washington State Priority Habitat found on the property. Most of the noteworthy priority habitat is found in Kuhn Spit, Chimacum Creek Estuary and below the Ordinary High Water Mark (OHWM) found at the toe of slope east of the property. Nevertheless, the property is protected under Federal, State and County regulations coming from the Port Townsend Bay shoreline and deep water habitat. Priorto site construction, very little vegetation existed on the property as it has been maintained (mowed) for several years. Based on neighboring properties and interviews prior to site preparation; the vegetation mainly consisted of upland grasses, noxious weeds, invasives and mowed Nootka rose. The subject parcel has a current SPAAD that has a grandfathered approved building envelope where essentially, all development needed to occur outside of the 30 -foot top of slope designation. The property is currently under violation for unpermitted placement of fill material and for clearing vegetation within the top of bank setback and shoreline buffer. Clearing vegetation and placement of fill in a protected shoreline buffer and slope setback is not permitted. This HMP will address the impacts associated with the unpermitted activity and provide a re -vegetation plan to ultimately have a better habitat value than previously existed. Approximately 3,750 square feet was cleared and a small amount of fill (less than 100 yards) was placed within the permitted project zone of the property. The SPAAD allowed for open use within the first 20 -feet off the back of the house and then a no clear zone totaling 30 -feet beyond the first 20 - feet. There are two egress doors off the back (waterside) of the house. The property owner proposes to install stepping stones to small grassy patch for an optional sitting area. No permanent structures will be built in this area. To account for the unpermitted clearing in the 30 -feet beyond the top of slope designation; native planting will installed. The concept is cluster planting that will be defined by either low groundcover or cobblestone/grass mix. The owner is not planning to put in lawn and therefore lawn alternatives are being considered. A total of 105 plant units are required to meet a one to one ration of impact versus restoration. At least 8 of those plant units must grow above 6 -feet tall. Drainage and Geotech reports have been prepared for the drainage methodology and slope setbacks. There are no regulated critical area, priority habitat or species that would impose additional restrictions on the property other than the shoreline buffer and steep slopes. 3.0 CRITICAL AREA REVIEW 3.1 Department of Natural Resources, Water Type Inventory No streams are in close proximity. 3.2 National Wetlands Inventory No landward wetland are in close proximity. 4.0 POTENTIAL WETLAND IMPACTS FROM PROPOSED SITE ACTIVITY Current Habitat Function Analysis Currently, the protected top of slope setback and shoreline buffer have been cleared to bare earth. However, prior to unpermitted site clearing, the property was mainly comprised of weeds and grasses with the occasional Nootka rose shrub (all mowed regularly). Prior to site clearing, the habitat function was very low. Impact Analysis for Proposed Site Work This is a small tax parcel and the property owner has designed a very small house to accommodate for the site's restrictive characteristics. Because the parcel had little to no habitat value prior to development; the proposed site work will have a low impact on the environment. Conversely, after the proposed plant installation is complete, the site will have a better habitat than currently exists as well as a better habitat prior to site development. In addition to site clearing, approximately 100 yards of fill was added to the site. The planting enhancement plan will install 105 native plant units in a cluster style planting pattern. The area of the planting is equal or greater than the area that was disturbed. A total of 6 native plant species have been chosen and mimic the native plants found around the immediate proximity of the subject property. Of the 105 plant units required, 8 units must be species that grow above 6 -feet tall (Pacific rhododendron/Vine maple/Oceanspray). Those species will be placed on the side yard property lines. The remainder of the species were also chosen for species that are helpful along steep bluffs to deter erosion. The property owner has indicated that she does not want a manicured lawn. She is allowed to use any groundcover in the first 20 -feet off the back of the house but will likely use a cobblestone or low -growing groundcover in lieu of lawn. In the planting zone, a low -growing ground cover or cobblestone/dune grass combination will be used around the plant clusters and will mimic a rain -garden type landscape. The property owner has indicated that a landscape company will be hired to install and/or design the planting layout. If the property owner uses a professional landscape company, the landscaper and project biologist should be in contact to ensure requirements are being met. Lastly, there will be stepping stones from each backyard egress that will lead to a small patch of grass large enough to accommodate a bench or small table and chairs. No permanent structures will be built in this area. The planting schematic attached shows a list of plant species and a general location map. An as -built will be provided when plants are in the ground. The planting window for this calendar year has closed and the first viable planting will be early spring or early fall of 2015. In the meantime, the site should be secured using best management practices for erosion control and spread of noxious weed control. In summary, the post planted site will have a much higher habitat value than the pre -developed condition of the parcel.
