Citizens Advisory Committee
Resolution No. 39-16
THE BOARD OF JEFFERSON COUNTY COMMISSIONERS Finds as follows:
WHEREAS citizen engagement is widely recognized to be an essential component of
high quality law enforcement, crime prevention and community self-care; and
WHEREAS the Sheriff of Jefferson County, WA understands and acknowledges the
importance of closely connecting law enforcement policies, programs, activities and
messages with the citizens who are served by the Sheriff s Office; and
WHEREAS the Sheriff desires to maintain a supportive, visible, transparent and
respectful relationship with all communities in Jefferson County; and
WHEREASthe Sheriff continuously seeks information and advice from Jefferson
County citizens who are the recipients of Sheriff s Office services; and
WHEREAS the Sheriff believes community leaders can fulfill an important role in
helping to promote public awareness ofthe Sheriff s Office services and programs; and
WHEREAS the Sheriff encourages citizen participation in the Office's development
of policies affecting the citizens, and in review of law enforcement objectives,
programs, procedures and activities; and
WHEREAS the Sheriff is determined to regularly communicate with Jefferson County
citizens both directly and in partnership with community leaders through a citizen
advisory group; and
WHEREAS the Sheriff observes that Jefferson County communities differ in geography,
demographics, culture and leadership and wishes to take full advantage of that diversity;
and
WHEREAS the Sheriff aspires to fully understand the needs, wants and cultures of the
various communities of unincorporated of Jefferson County; and
WHEREAS the Sheriff knows that broad representation of the diverse Jefferson
County communities will best serve the Sheriff s Office in policy -setting and review
of the Office's direction and operations through a citizen advisory group; and
WHEREAS the Sheriff has determined that the Sheriffs Office is best served by a broad-
based citizen advisory group to maintain a close relationship between the Office and the
residents and businesses within the Sheriffs jurisdiction.
WHEREAS, the Sheriff has asked the Board of County Commissioners to authorize the
creation of a committee to advise the Sheriff s Office on issues of concern to the Sheriff,
staff, deputies, and the community, and to provide an open link of communication
between the Sheriff s Office and the community.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Jefferson County
Commissioners hereby declare that authorizing such a Committee would be of benefit to
the citizens of Jefferson County as well as the Sheriff s Office.
1. The Sheriffs Citizen Advisory Committee is hereby authorized under the authority of
this resolution to be composed of up to 15 positions appointed by the Sheriff.
The Sheriff may appoint members to the Sheriff s Citizen Advisory Committee. Such
appointments, if made, shall include no more than one member representing each of the
following areas or interests:
• Brinnon
• Marrowstone/Indian Island
• Port Hadlock/Irondale
• Port Ludlow
• Port Townsend
• Quilcene
• Chimacum
• Hoh Tribe
• Dabob/Coyle/Toandos
• Kala Point
• Discovery Bay/Gardiner
• Cape George

2. To the greatest extent possible, the Sheriff is encouraged to appoint members who are
involved in their respective communities to enable them to bring to the Sheriff s Citizen
Advisory Committee a broad perspective from their areas. Members to be selected
pursuant to Section 1 who are also in business, education, leadership, and other vocations
or activities that would help the Committee member to understand a broad spectrum of
issues of concern to law enforcement are encouraged.
3. The Committee will have a Chair and Vice Chair selected from its members. Their terms
as officers shall be a maximum of two years. The Sheriff shall initially appoint its Chair and
Vice Chair; and the Committee shall elect its Chair and Vice Chair thereafter.
Administrative support (including recording of minutes) will be provided by the Sheriff s
Office; and the Sheriff or designee shall serve as an advisor.
4. Eligibility to serve on the Committee shall not extend to defendants in any pending
criminal matter before the courts, to individuals convicted of a crime who are serving a
sentence or are on probation or parole, or to those individuals under active supervision by
the Department of Corrections.
5. To create staggered terms when initially creating the Sheriff s Citizen Advisory
Committee, the Jefferson County Sheriff shall make initial appointments for the
following terms:
• Up to five members for one-year terms
• Up to five members for two-year terms
• Up to five members for three-year terms.
Terms after the initial terms shall all be for three years on a continuing rotating basis.
6. After the Sheriffs initial appointments to create the Committee, subsequent
appointments shall be upon nomination by majority vote of the Committee for
appointment by the Sheriff. If a vacancy occurs before the end of a regular term, the new
appointee will serve the remainder of the unexpired term, and may be reappointed
thereafter for a full three-year term.
7. Committee members may be removed for cause by a majority vote of all Committee
members or by the Sheriff.
8. The duties of the Committee are advisory only and shall include:
• Advising and making recommendations to the Sheriff on community concerns,
priorities, and delivery of public safety services by the Sheriff s Office.
• Enhancing public safety by making recommendations concerning Sheriff s Office
policies, procedures, and programs in accordance with the Washington Association of
Police Chiefs and Sheriffs (WASPQ standards for accreditation.
• Promoting public awareness of the Jefferson County Sheriffs Office police services and
programs.
• Holding public meetings to solicit public input regarding the Sheriffs Office's services
and programs.
• Serving as a liaison between the Sheriffs Office and the public.
• Recommending individuals or businesses of the community who have made significant
contributions to public safety for recognition and/or awards.
• Reviewing and making recommendations concerning legislative changes affecting law
enforcement in Jefferson County.
• Other duties or activities as the Sheriff may request.
9. The Committee shall have no power or authority to investigate, review, or otherwise
participate in matters involving specific Sheriffs departmental personnel or specific law
enforcement related incidents.
10. Meetings will be held as scheduled, unless canceled or rescheduled by the Sheriff or
by majority vote. The Committee shall normally meet at locations approved by the
Sheriff. Meetings shall be open to the public and conducted consistent with
Washington's Open Public Meetings Act. A majority of the Committee shall constitute a
quorum, and recommendations may only be made upon a majority vote of a quorum.
11. The Committee shall establish and may periodically amend by-laws consistent with
this resolution.
