Chairman O'Meara called the meeting to order at 10:00 a.m.
Commissioners Brown and Pitts were present.
Tax Deeds: The Board received deeds for three pieces of
property which were not purchased at the public sale on December 3,
1982 and, therefore, reverted to the County.
Cancellation of Unclaimed Warrants: Commissioner Pitts
seconded Commissioner Brown's motion to approve and sign Resolution
No. 9-83, authorizing cancellation of warrant nos. 19819, 22007, and
2163D—. --Unanimous.
Letter to Governor Spellman Re: Flood Damage: All the com-
missioners signed this letter to the Governor, via tTFe--Uirector of
Emergency Services, requesting that he ask for Federal assistance to
repair on and off-road flood damage. The letter was sent by teletype.
Approval of Minutes: Commissioner Pitts seconded the motion
by Commissioner Brown to approve and sign the minutes for the week of
January 10, 1983. Unanimous.
The meeting was recessed. All members were present on
Tuesday, January 18, 1983 when it reconvened.
Appointment to Housing Authority: Commissioner Pitts sec-
onded Commissioner brown's motion to appoint Lee Grobe to the Authority
to complete the unexpired term of Jeff Ingman. Unanimous. The term
will expire on March 26, 1985.
The Board made field inspections. The meeting was recessed.
On Wednesday, January 19, 1983, the Board conducted the Health Board
meeting, then continued regular business.
Special Occasion Liquor License: In response to a request
from the Liquor Control Board, and _o_n_tTiemotion by Commissioner Brown,
seconded by Commissioner Pitts, the chairman signed a letter approving
the license for the Parents Without Partners function on February 5
at the Quilcene Comm -unity Center.
BUSINESS FROM COUNTY DEPARTMENTS:
Building re: Permit Refund: The motion by Commissioner Brown to
1/19/83 approve a reandof $76.00 to Michael Glaefke was sec-
onded by Commissioner Pitts and unanimously passed.
Planning re: Short Plat #S13-82: Rachel Nathanson answered questions
1/17/83 regarding this short plat to segregate the Discovery
Bay Association Restaurant from the other facilities at
Discovery Bay, so that the restaurant can be owned and
operated separately from the development. Commissioner
Brown moved to approve the short plat, and Commissioner
Pitts seconded. Chairman O'Meara concurred, and signed
the map.

Appointment to Planning Commission: Commissioner Pitts
seconded ommissioner Brown's motion to appoint Doris
Coates to the Planning Commission to complete the unex-
pired term of George Burkhart. Unanimous. This term
will expire on September 30, 1983.
Shoreline Management Act Exemption; ITT Rayonier, Inc:
Peter rie man presen--te-d a letter trom iTT Rayonier
requesting an exemption allowing them to clearcut two
areas for which they have approved Forest Practices
Applications, instead of being limited to the 30 percent
harvest of merchantable timber every ten years in the
200 foot zone along the water. Mr. Friedman reported
that he had talked with the forester for this area, and
he confirmed the conditions outlined in ITT's letter.
However, he recommended a 100 foot buffer of non -
merchantable timber instead of the 25 feet proposed by
ITT. Mr. Friedman stated further that the Department
of Fisheries had concerns about the effects of clear -
cutting, but has no authority to officially object due
to the distance from the river. Commissioner Brown
commented that, having flown over land managed in various
ways, it appeared that clearcutting, leaving natural
vegetation and a buffer, was most advantageous. There
was lengthy discussion of the pros and cons of various
alternatives in the management of this property. Com-
missioner Pitts moved to approve a variance to the
Shorelines Management Act, allowing ITT to selectively
log within the 200 foot buffer zone, removing all
merchantable timber and leaving conifer and hardwoods,
and clearcut.the balance of the property. Commissioner
{$ O'Meara seconded the motion. Commissioner Brown abstained

l��a� because he felt the benefits to the public were minimal
compared to logging costs and timber loss. The Planning
CZ Department staff will notify ITT of this motion..
Construction on Protection Island: David Goldsmith
reported that he had an inquiry from a fulltime resident
on Protection Island regarding whether he can add a room
to his existing residence. He said the Department of
Fish and Wildlife has no objection to the addition, as
existing structures may be maintained for the lifetime
of the current owner, but Jefferson County has a mora-
torium on building permits due to the water situation.
The Board chose not to make a decision at this time,
pending receipt of a building permit application.
Shoreline Permit Exemption; Department of Fisheries:
Mr. Friedman stated that the Department ot Fistieries
has again requested an exemption to the permit process
for placement of fish traps in the Clearwater River for
study purposes. They were granted an exemption last
February for placement of traps and conducting a study
lasting approximately two months. The exemption was
granted because the study could only be conducted during
certain months, and the permit process would have gone
beyond the period of time during which the study could
be conducted. The Department of Fisheries has indicated
they will probably want to place traps again next year,
too. Commissioner Brown made the motion, seconded by
Commissioner Pitts and unanimously passed, to grant an
exemption for this year, but to inform them that a per-
mit application must be made if studies will resume
next year.
SEPA Threshold Determination; SMSDP 923-82: Peter
Friedman reviewed the checklist for t i�oposal by
Rock Point Oyster Co. to install oyster seed setting
tanks in Tarboo Bay. Commissioner Brown moved to approve
and sign the Proposed Declaration of Non -Significance.

Accesses to Short Plats: In response to allegations made
y Karl Jacobsen that t e County has accepted short plats
accessed by unopened rights-of-way, Mr. Goldsmith re-
ported that, with one exception, all short plats approved
since 1979 have been accessed by public rights-of-way, in
accordance with the provisions of the County Subdivision
Ordinance, whereby the applicant is required to build the
road to County requirements.
1/18/83 SEPA Threshold Determination; Seattle Yacht Club: Nine-
teen in ivi ua s were present, as well as t e anning
Director and Prosecuting Attorney, when Planner Peter
Friedman reviewed this proposed project for a moorage
facility at Port Ludlow Bay. (Four letters opposing the
project and one letter in favor were also received.)
Mr. Friedman reported on the responses to the checklist
by agencies with jurisdiction. The Public Works Depart-
ment did not feel the traffic situation would be greatly
impacted. The Health Department stated the need for
meeting regulations for water system and sewage disposal,
but noted that no proposal has been received. The Fire
Protection District stated concerns regarding access to
the property for fire equipment, the difficulty of getting
equipment down the bluff to the dock, the lack orf avail-
able water in this area, difficulty in removing a person
from a boat by stretcher, and increased fire hazard due
to additional garbage in the area.
The concerns of those opposing the project include the
following: 1)additional demand on a very limited water
supply; 2)increased noise nuisance; 3)depletion of
crabs and clams in the area; 4)infringement by off-road
vehicles; S)trash and garbage left in the area; 5)dis-
charge of gray water and sewage into the Bay; 7)potential
rafting of boats at the moorage; 8)the inability to en-
force Yacht Club Rules or Coast Guard, State and local
laws; 9)lack of established local or regional need for
such a facility; 10)the incompatibility of the project
with the suburban use designation for the area.
Tom Aumock spoke on behalf of the Yacht Club, presenting
written information regarding Club disciplinary pro-
ceedings for the past 8 years and expanded responses to
checklist items regarding rules, accountability, enforce-
ment and water and utilities.
There was lengthy discussion regarding the concerns above.
Commissioner Brown made a motion to delay action and to
consider the matter further on January 24, 1983, in order
to allow time to review the information received. Com-
missioner Pitts seconded the motion. Unanimous.
