The meeting was called to order at 10:00 a.m. by Chairman
O'Meara. Commissioners Brown and Pitts were present.
Approval of Minutes: Commissioner Pitts seconded Commissioner
Brown's motion to approve an sign the minutes for the week of March 14,
1983.
Contract, Aerial Photos of Glen Cove: This contract for
aerial surveying, per CRP , wit Wa er Associates was approved
and signed on the motion by Commissioner Brown, seconded by Commis-
sioner Pitts. Unanimous.
Agreements; Licenses to Occupy South Bay Lane Right -of -Way:
Gary Rowe, Public Works, iscusse two agreements with the Board. On
the motion by Commissioner Brown, an agreement with Harold Curtis to
use and maintain a shed and rock wall which encroaches into the right-
of-way of South Bay Lane and an agreement with James and Colleen Huntley
to use and maintain a house, carport and rock wall which encroach into
the same right-of-way were approved and signed. Commissioner Pitts
seconded the motion. Unanimous.
CRP Resolutions: Commissioner Pitts moved to approve and sign
Resolution No. - r #523, Glen Cove Aerial Mapping), Resolution
No. 23-83 (CRP #524 Upper Hoh Road), and Resolution No. 24-83 (Iron-
dale7Ha Tock Road). Commissioner Brown seconded the motion. Unanimous.
Contract Extension No. 3, IFMS Data Processing System: As
follow-up to action taken last week, Commissioner Brown moved to approve
and sign Resolution No. 25-83 extending this contract as specified by
work authorization forms, not to exceed $-3,344.00. Commissioner Pitts
seconded the motion. Unanimous.
Agreement, Use of Jail Facilities; Suquamish Tribe: The
Commissioners discussed the Tribe's proposal with eri Lee Smith,
following which Commissioner Brown made a motion to approve and sign
the agreement for the County Jail to be used for confinement of
Suquamish prisoners according to the conditions defined in the agree-
ment. Commissioner Pitts seconded the motion. Unanimous.
Dance License; Geoduck Tavern: This application for a
license for the calendar year U797 was approved and signed on the
motion by Commissioner Brown, seconded by Commissioner Pitts. Unanimous.
Confirmation of Bid Award; Crawler/Loader: Chairman O'Meara
signed a letter to Westate Tractor Co. con irming t e award and price,
and documenting the warranty agreement.
The meeting was recessed. On Tuesday, March 22, 1983, the
Board reconvened to conduct a staff meeting with Public Works and to
continue regular business.
Sale of Surplus Federal Forest Lands: Forest Service repre-
sentatives Bobaase, Tom Sayre, and Boburns informed the Board

regarding the reasons and process by which certain forests have been
declared surplus. Legislation regarding whether and/or how these lands
will be disposed of is pending, and it is unlikely that any action will
be taken in the next two years. The Board thanked the gentlemen for
keeping them informed, since public reaction to this proposal is high.
Reappointments to Open Space Advisory Committee: Commissioner
Pitts seconded the motion by Commissioner Brown to reappoint Robert
Bundy and Joe Kawamoto to terms from April 1, 1983 through March 31, 1987.
Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: Northern Tier Pipelines Proposal: Rachel Nathanson re -
3/21/83 ported that NTPC is submitting proposed amendments to their
application to the various counties involved and EFSEC,
requesting review and comment. The Board agreed with Ms.
Nathanson that the County does not have the staff time to
review proposals which are not at the formal application
stage. Further, the Board chose to send a letter to EFSEC
opposing review of the proposals by their staff prior to
formal application. The letter was signed by the Commis-
sioners following a motion by Commissioner Pitts, seconded
by Commissioner Brown. Unanimous.
SEPA Threshold Determination; Seaboard Lumber Co: David
Goldsmith reviewed this proposal or dreU_gTiHg_a_n_J comments
received. In response to objections by the Department of
Fisheries, the Board declined to grant a Final Declaration
of Non -Significance, pending resolution of the concerns
expressed by the Department of Fisheries.
3/22/83 SMSDP #24-82; Bridgehaven Community Club: David Goldsmith
reviewed the revised proposal or installation of bulk-
heads, rip rap and docks on Bridgehaven Spit. Commissioner
Brown made the motion to approve and sign the permit subject
to the conditions recommended by the Planning Commission.
Commissioner Pitts seconded. Unanimous.
Public Calls for Bids: The motion by Commissioner Pitts to
Works re: approve an sign two bid calls was seconded by Commissioner
3/21/83 Brown and unanimously passed. Bids for metal culvert pipe
and for liquid asphalt will be opened at 10:30 a.m. on
April 12, 1983.
Oiling Program: Gary Rowe reported that the oiling pro-
gram tor t is year has been compiled. It will be discussed
at staff meeting.
