O'Meara. HEARING: Franchise Application; Quilcene Fish Hatchery Road; U.S. Fish and Wildlife Service: Cary Rowe, Acting Public WorksTirector, reported that this franchise application is for an underground water dis- charge pipeline to go down Fish Hatchery Road. The County has issued a shoreline permit on the design elements of the project, Peter Friedman of the Planning Department explained. This franchise is the last step for the proposed pollution abatement'project at the Quilcene National Fish Hatchery. No one appeared to speak for or against this franchise application- Chair- man O'i'4eara closed the hearing. Upon the recommendation of Acting Public Works Director, Gary Rowe, Commissioner Brown moved to adopt and sign Resolution No. 92-83 Granting Non -Exclusive Franchise on County Road Rights -of -Way t_o`,T�e_ U.S. Fish and Wildlife Service. Commissioner Pitts seconded the motion. Unanimous. HEARING: Petition to Vacte County Road; portion of old primary State Highway No. 9 (Seal Rock Road); Robert W. Hainline: Rach_e1Nat Ha_nson of the Planning Department outlined, or the Board and the seven people in attendance, the request for vacation of the East 15 feet of Seal Roc;: Road Right -of -Way lying adjacent to Lots 10 through 15 of the Seal Rock, Beach Plat as requested by Robert Hainline. Rachel then went through the Planning Commission's Findings and reported that their recommendation to the Board, is to table the vacation request and direct the Planning Department staff to try to resolve the emergency access issue. 'Rachel also reported that a petition against this vacation had been received September 27, 1983 from the residents on Old State Highway #9. Chairman O'Meara then requested comments from those opposed. O.J. Eagle, Lela B. Green, Janet Goldsmith and LaVerne Poolman all expressed concerns that if the request is granted, the access would be impaired for the res- idents as well as for emergency vehicles and proper maintenance of the road may suffer. They also were concerned about the use Mr. Hainline might put to the property. The floor was then opened for comments from proponents. Mr. Hainline in- dicated that he would like the same treatment as the property owners outside the Seal Rock Beach Subdivision where the Right -of Way is only 30 feet. He is concerend about emergency services also, but feels that putting a turnaround at the end of the road would solve that problem. In response to Commissioner Brown's question regarding his intended use for the property, if vacated, he indicated he plans to improve the area by putting in a lawn. Commissioner Pitts questioned the Planning Commission's recommendation about possible negotiations with the applicable emergency services, since these services have expressed opposition to this vacation request. What would negotiations accomplish? He also advised Mr. Hainline that the County would have no objection if he developed and maintained a lawn on the right-of-way. The hearing was closed by Chairman O'Meara and Commissioner Brown seconded Commissioner Pitts' motion to deny the Petition to Vacate. The motion passed by a unanimous vote. Minutes, Week of October 10, 1983 Page 2: BUSINESS FROM COUNTY DEPARTMENTS: Planning re: Gazebo Short Plat S15-83; Variance request: The request 10/10/83 or a variance to reduce the private road right-of-way width within the Gazebo Short Plat from 60 feet to 30 feet was reviewed by Rachel Nathanson. The Public Works Department recommended a 40 foot right-of-way and the Planning Commission agreed with that recommendation. Commissioner Brown moved to approve the Pat Thompson Gazebo Short Plat Variance Request as recommended by the Public Works Department and the Planning Commission with a 40 foot right-of-way with the condition that access to the lot be addressed before the final Short Plat is approved. Commissioner Pitts seconded the motion. Unanimous. Response to Al Hansen re; Big Quilcene Flood Area: After perusal or the Prosecuting Attorney, ac e at anson sent her letter of response to Mr. Hansen regarding his application for a building permit on property located near the Big Quilcene River. The Prosecuting Attorney feels the County would have no liability in issuing a building permit if the septic permit is approved by the Health Department. Rachel will advise Randy Durant of the Health Department. Flood Protection Workshop in Brinnon: A flood protection workshop tor the residents oErin-non has tentatively been scheduled by Rachel Nathanson for November 12, 1983. Seal Rock Road turnaround request: As a separate issue,t e Planning Commission has requested that a turn- around be looked at for Seal Rock Road, after the Hainline Road Vacation request, of October 3, 1983. The Board directed Rachel Nathanson to work with the Public Works Department and draft a letter for their signature to the State Park about a turnaround on Seal Rock Road. Request to hire Teresa Goldsmith: The lag time between Barb vins an eaving and her replacement starting needs to be filled in order for the Planning and Building De- partments to keep up with their workload. Teresa Goldsmith is familiar with the work of those de- partments and could fill in until the position is filled. The Board advised Rachel that they will consider this proposal after David Goldsmith returns from vacation. Shoreline Permit Application No. 15-83; U.S. Fish and WildliteService: Upon t e recommendation or Peter Friedman it was moved--B-y--Commissioner Brown and seconded by Comm- issioner Pitts to approve the Shoreline Permit for the U.S. Fish and Wildlife Service with the September 30, 1983 letter from the Federal Emergency Management Agency to be included as part of the permit. The project will be required to comply with the revisions outlined in that letter. Minutes, Week of october 10, 1983 Page 3: Public Works re: Agreement re: Supplement #4, CRP #486 (Queets); City/ 10/10/83 _C_0UntY-- Gary Rowe, Acting Public Works Director, advised that this supplement to the agreement is to increase funding for County work and for the consultant. The increase in funds will be reimbursed by the Federal Highway Administration and this supplement is to bring the figures up to date with the actual project figures. Commissioner Brown moved and Commissioner Pitts seconded to sign supplement #4 to the Agreement. Unanimous. Agreement re; Landfill lease; H & D Green: H & D Green is requesting a -lease of landfill property to harvest salal. It is estimated that the lease would be for $100, Gary Rowe advised, and the advertising for the public hearing, etc.would cost approximately $70.00, which with the other costs and time involved would make this lease not worth the trouble for approval. The Board concurred, and no action was taken on the lease agreement. Resolution No. 93-83 re; County Road Project No. 531; Oak Bay Road: Commissioner Pitts seconded Commissioner Brown's motion to approve and sign Resolution No. 93-83 County Road Project #531 to improve the intersection for safety purposes at Oak Bay Road and Walker Way. Resolution No. 94-83 re; County Road Project #532; Ocean Grove Streets: Upon the recommendation of Acting Public Works Director, Gary Rowe, Commissioner Brown moved to approve and sign Resolution No. 94-83 for CRP #532 to improve drainage on the streets--o-F-- Ocean Grove. Al Latham re; County Road Vegetation Management: Carter Breskin, Administrative Assistant, PubIic Works Department, Ga-r--y-owe, Acting Public Works Director, and Bill Arey, Road Superintendent for the Public Works Department were all present when Al Latham, Crew Leader of the Summer Labor presented his report on Vegetation Management. A general review of the 1983 summer program as well as the current appearance status of the County roads was presented to the Board. Deficien- cies and solutions such as alloting specific monies for college -bound high school labor and employing a crew leader were discussed. Bill Arey noted that he feels the mowing/brush cutting practices have been quite successful. Al Latham advised that if this year's program can be continued, all County roads could be covered in three to five years. He also recommended hydroseeding and the hiring of summer crews. State Liquor Control Board; Discovery Bay Tavern License: It was moved by Commissioner Brown, seconded-b-y-To-mmissioner Pitts to approve the application of the Discovery Bay Tavern for a Class BCEF license transfer. Unanimous. Peninsula College; Cancellation of rental agreement of VFW Hall: The request for cancellation of the rental agreement or the VYW Ha li -VTTETT Peninsula College was approved on the motion of Commissioner Brown, seconded by Commissioner Pitts. Unanimous. Approval of Minutes: Commissioner Pitts moved to approve the minutes of September 26, 1983. Commissioner Brown seconded the motion. Unanimous. Minutes, Week of October 10, 1983 Page 4: The meeting recessed Monday at 5p.m. and reconvened Tuesday at 10:00 a.m. after a staff meeting with the Public Works Department. All members were present when the meeting reconvened. Warren Steurer, Recreation Department, Director, re; Quarterly Report: Warren Steurer presented is quarter y report to the Board o participation and revenues in County recreation programs. After considerable discussion the Board directed Warren to compile a detailed report on the County/School tradeoff of field useage versus school facility useage by the Recreation Department. Warren also advised the Board that the Recreation/Multi-service budget for 1983 are coming in about $6,500 under the budgeted amounts. This is above the 31 the Board asked the Department Heads to trim from their 1983 budgets. The meeting recessed and reconvened Friday October 14, 1983 for neogotiations with the Teamster's Union.
