Chairman A.M. O'Meara called the meeting to order at 10:00 a.m.
with all members in -attendance.
Charles Ross re: Water District No. 1 Extension of the Compre-
hensive Plan ot Water Supply tor Water District No. Charles Ross,
Secretary for Water District #1 presented a .eso ution drawn by the Water
District's attorney for the Board to adopt the conditions and betterments
to the Water District's Comprehensive Plan. This resolution is needed
in order for the District to proceed with their ULID #2, Mr. Ross explained.
The ULID #2 would be an approximate $780 assessment per lot for 15 years.
60% of the lot owners have to vote to approve this assessment.
Commissioner Brown advised Mr. Ross that t:ne State Department of Social
and health Services has jurisdiction over water systems, and the Board would
have to check into what is required and what their responsibilities are in
this matter before they take any action.
Representative Barney McClure re; Timber Excise Tax: Barney
111cClure, Representative trom the 24th Legislative District for the State,
which includes Jefferson County, met with the Board regarding the Timber
Excise Tax and other matters that are of concern to the County, whic'-t may
come before the next session of the Legislature.
The Timber Excise Tax is presently a 6.5 tax on the value of the timber
when it is harvested and approxim tely $1.00 per acre each year on the land, in
property taxes. The timber companies may lobby for a reduction in the 6.5%
rate during the next legislative session. If this rate was lowered it would
have to be determined by the legislature 'now the reduction would be applied
to the State and/or the Counties.
Commissioner Brown reported that at the Association of Counties meeting
one proposal was mentioned that would Have the State take all of the loss,
if a reduction was to occur. The consensus of the Counties was that they
were not ready to back any proposal that would hurt the State.
Commissioner Pitts voiced his concern that any reduction in the 6.51 Tii.ioer
Excise Tax would be made up ultimately by the taxpayers of the State and/or
County in the loss of services. He advised Representative i•IcClure that
Jefferson County relies on that tax for 6% of the current expense budget,
and any -reduction to t -:e County would hurt.
Allen Carmen re; Request for easement across County property;
Shine area: A request for a 60 toot easement across the North end o
County property in Shine to provide access to 372 acres, was requested by
Allen Carmen. The property needing access is being divided into seven
five acre or larger tracts. The access originally proposed wasway for for the Teal Lake Road Short Plat. Title company information now shows
that this right-of-way no longer exists. Other access possibilities are
poor choices due to steep grades and sharp curves.
Commissioner Brown informed Mr. Carmen that the County cannot legally
give an easement across County property. The possibility of trading
property of equal value was discussed, but that would require the approval
of the Court.

State Liquor Control Board application for Special Occasion License;
The Harbormaster: Commissioner Pitts moved to approve the application tor
the Harbormaster at Port Ludlow Special Occasion Liquor License, for
November 12, 1983. Commissioner Brown seconded the motion. Unanimous.
State Liquor Control Board application for Special Occasion Liquor
License; Lion's Club: T'ae application for a Class G SpecialOccasion License
by the Lion's CIub tor October 29, 1983 at the Quilcene Community Center was
approved by motion of Commissioner Brown, seconded by Commissioner Pitts.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: Seal Rock Road Turnaround: Rachel Nathanson presented the
10/17/83 letter she compose to o n Perkins of the Hoodsport
Ranger District regarding the Seal Rock Road turnaround
situation. Commissioner Brown seconded Commissioner Pitts
motion to have Chairman O'Meara sign the letter. Unanimous.
Glen Cove Industrial Park entrance sign: David Goldsmith
advised the Board that one of t e con itions of the Building
Permit for the Glen Cove Industrial Park was the approval
by the Board of the construction of the entrance sign.
Commissioner Pitts moved to approve the construction of
the entrance sign for the Glen Cove Industrial Park as
proposed. Commissioner Brown seconded the motion. Unanimous.
A-95 Reviews: Commissioner Brown moved and Commissioner
Pitts second -ed the motion to declare "No Confli(5t" for the
following projects under A-95 Review:
1) Claridge Court -low income housing 45 units.
2) Jefferson Transit Authority - two vehicles
and two mobile radios, purchase.
3) Olympic Area Agency on Aging - Area Plan
4) Archaeology & Historic Preservation - Restoration
for the H. L. Tibbals Building.
Thousand Trails; request for extension of building permit:
A pu lc earing is require beore an extentlon of time
on a building permit can be granted, David Goldsmith
reported.
Commissioner Pitts moved to set December 13, 1983 at
3 p.m. as the date for the public hearing. Commissioner
Brown seconded the motion. Unanimous.
Flood Protection Workshop in Brinnon: Rachel Nathanson
reported that the Flood Protection Workshop previously
scheduled for November 12, 1983 has been changed to
November 5, 1983, tentative time of 12:30 p.m.. Repre-
sentatives from the DOE, Army Corp of Engineers, Public
Works and the Planning Department will be on hand.
10/18/83 Threshold Determination on Quarterdeck Condominium Project;
Port Ludlow: Atter the review ot the Environmental Checklist
y Rachel thanson, Commissioner Brown moved to approve and
sign the Declaration of Non -significance for the 36 unit
condominium project. The building permit will be subject
to the condition that prior to construction, a detailed site
plan be submitted for review and approval. Commissioner
Pitts seconded the motion. Unanimous.
The Board recessed and reconvened Tuesday October 18, 1983 with all members
in attendance.

Public Works re: Bid Call: Commissioner Pitts moved to approve and sign
10/18/83 as cal -1 --far bids for a new or used Skid Steer Loader and
a new or used 11-2 Ton Flatbed Truck. Commissioner Brown
seconded the motion. Unanimous. Bids will be opened
October 28, 1983 at 10:00 a.m.
Intent to Establish County Road; Seton Road: Commissioner
Pitts seconded Commissioner Brown's motion to approve
and sign Resolution No. 95-83 Intent to Establish County
Road Hearing Notice. The pu5lic hearing will be held on
Monday December 12, 1983 at 10:30 a.m. in the Commissioner's
Chambers.
Disbursement of Federal Forest Reserve Monies: Approval and
signing of Resoiution No. 96-83, distributing funds to the
County Road Fund, was unanimously approved on the motion of
Commissioner Pitts, seconded by Commissioner Brown. This
is 75% of the 1983 share.

Approval of the Minutes: Commissioner Pitts moved to approve
the minutes ot October 3, 1983 as corrected. Commissioner Brown seconded
the motion. Unanimous.
Appointments; Gardiner Community Center Board of Directors:
Upon the recommendation or the Board of Directors of- the Gardiner Community
Center and after recinding the reappointments of Ralph Reardon and Patricia
Warner made October 3, 1983, Commissioner Pitts moved to appoint Lois
Tatum and Irene Steiner to the Board of Directors. Each will serve a
three year term. Commissioner Brown seconded the motion. Unanimous.
Preliminary 1984 Budget Reviews: The following proposed budgets
were discussed with Department Heads: County Commissioners, Board of
Equalization, Civil Service Commission, Building Inspection, County Parks
Multi -Service Centers and the Recreation Department.
On October 19 and 20 the following budgetswere reviewed: Juvenile Probation,
Juvenile Detention, Superior Court, Clerk, Law Library, Prosecuting Attorney,
Crime Victims/Witness, Distric Court, Sheriff, West -end Annex, Disability
Board, Shoreline Commission, Planning Commission, Planning Department,
Assessor, Treasurer, Treasurer's 0 & M, Non -Departmental, Election Fund
and the Auditor.
Approval of September Bills: After review by each Commissioner
the balance of the September i 1s payable in October were approved for
payment.
