Commissioners O'Meara and Mercer called the meeting to order
at 10:00 a.m. Chairman Brown was absent due to another commitment.
Approval of Minutes: Commissioner O'Meara moved to approve
and sign the minutes tor the week of September 20, 1982, which were
amended to include the hearing date for the proposed Health Department
fee schedule revision.
Hearing; Budget Appropriation, Community Services: Commis-
sioner O'Meara opened the hearing on appropriating , for the
Alcoholism Program for 1982. No one appeared to speak for or against.
Therefore, the hearing was closed and Commissioner Mercer made a
motion to approve the appropriation and sign Resolution No. 117-82.
Commissioner O'Meara seconded the motion.
Hearing Notice; Intent to Vacate Portion of Otto Street: On
the motion by Commissioner Mercer, seconded y Commissioner Meara,
Resolution No. 113-82 was approved and signed, setting a hearing on
this matter for—November 8, 1982 at 11:00 a.m.
Hearing; Grant for Tourism Promotion: The hearing was
opened by CommissionerO'Meara, and Nora Porter, representing the
Chamber of Commerce Tourism Committee, briefly reviewed their request
for funding for 1982. No one appeared to speak against the grant.
Commissioner O'Meara closed the hearing, then seconded the motion by
Commissioner Mercer to approve the $5,000.00 grant to the Committee
for tourism promotion and sign Resolution No. 118-82.
Queets River Bridge Design: Prakash Limaye, of Alpha
Engineers, and county engineer i t anstrom met with the Board regard-
ing the engineering services for this project. Mr. Limaye reported
that the preliminary work for a concrete bridge has been completed
according to the agreement with the County on April 26, 1982. He then
presented Supplement No. 2 to this agreement, which is for preparing
final plans, specifications, and estimate. Mr. Sanstrom reported
that the Federal funding agency has indicated that if steel prices
are still low when this project has proceeded to the final plan and
bid stage, the bridge may be changed from concrete construction to
steel construction. Alpha Engineers' proposed supplement to the
agreement allows for this possibility. The Federal Government has
instructed the County to continue with plans for the concrete con-
struction until May of 1983, at which time, if the decision is to use
steel construction, Federal funding will provide eighty percent of
the design modifications and the County will be responsible for twenty
percent. Mr. Limaye indicated that his feeling is that concrete con-
struction will be used, as he does not expect steel prices to remain
low. Following additional discussion, Commissioners Mercer and O'Meara
elected to hold the supplemental agreement for Chairman Brown's review
before any action is taken.
Hearing Notice; Appropriation of Funds to Repay EPA: Reso-
lution No. 114-82 was approved and signed, setting a Tearing ate of

October 11, 1982 at 10:30 a.m., on the motion by Commissioner Mercer,
seconded by Commissioner O'Meara. This appropriation, if approved,
will be used to reimburse the Environmental Protection Agency for
funds which were advanced for consulting engineering services for the
Cape George Sewer System study and later determined to be ineligible.
Franchise Application; Bridgehaven Community Club Association:
The Board received this application for construction, operation an
maintenance of a community water system and a request to waive the
application fee, since the system is already in place. The fee cannot
be waived, since processing costs will be incurred. The Association
will be so notified, and the application process will be implemented.
Liquor License Transfer Application; Half -Way House: This
application regarding a restaurant in Brinnon was approved by motion
of Commissioner Mercer, seconded by Commissioner O'Meara.
The meeting was recessed. When it reconvened on Tuesday,
September 28, 1982, Commissioner Mercer and O'Meara were again present.
Chairman Brown was absent.
Community Development Block Grant Application: On the
motion by ommissioner Mercer, seconded y Commissioner O'Meara, Res-
olution No. 115-82 was approved and signed stating that certain
requirementsoF_tHe application have or will be met and declaring
submission of the grant application for renovation of the VFW Hall.
Order of Vacation; Portion of Dickey Street and Certain Lots:
As execution ot the motion passed on September 13, 1982, eso ution
No. 116-82 was signed vacating a portion of Dickey Street and lots in
Trams End Homesites Second Addition.
VFW Hall Agreement; Terry Mays: Use of the premises for
karate classes was approved and the agreement signed following a
motion by Commissioner O'Meara which Commissioner Mercer seconded.
Upper Hoh River Road Consulting Engineer Fees: Assistant
Public Works Director Glenn Bagley and JackWrig t, consulting engineer,
met with the Board. The engineering is complete and Mr. Wright has
submitted his bill, which includes $14,000.00 additional costs not
approved in the agreement or the extension of that agreement. Mr.
Wright cited the following factors as contributing to the additional
charges: 1)He under -estimated, as he had not done exactly this type
of job before. 2)He furnished control for the entire job and tied
into geodetic survey points, which will assist in road building and
surveys of private land, and he explained exactly what this meant in
terms of actual survey work and time and effort involved. 3)When DNR
surveys were complete, the two surveys were coordinated. 4)Final
maps were prepared to include more field information than is customary,
but which will be beneficial in the future. Mr. Wright acknowledged
that he should have obtained authorization for the additional costs
before they were incurred. Commissioner O'Meara reminded Mr. Wright
that the Board questioned whether his bid was too low at the time it
was submitted, and that he had assured them at that time that the
amount bid would cover the work specified. The Board indicated that
the work provided for the additional $14,000.00 was actually specified
to be completed as part of the original contract price, determined by
bid, and that since there was no prior authorization for payment of
additional costs, the County cannot legally pay this amount over the
contract price.
Liquor License Application; Harbormaster Restaurant: In
response to a telephone request, Commissioners Mercer and O'Meara
signed a letter to the Liquor Control Board approving a special
occasion license for the Dignataries Bridge Opening Luncheon at the
Beach Club.
On September 29, 1982, Chairman Brown returned, reviewed
the business conducted in his absence, and, concurring with actions
taken, signed related documents.

BUSINESS FROM CONTY DEPARTMENTS:
Central IFMS Implementation: John Achey met with the Board to
Services re: discuss etters reports received from NCR and Omega
9/27/82 Systems. According to Omega Systems' report, new and
revised programs recently received are generally good,
and problems have been identified for resolution. How-
ever, Mr. Achey's major concern is the annual and
monthly report programs which are not complete. If
these programs are not implemented soon, it will be
quite costly to prepare the reports by buying time and/
or hiring additional staff. Following further discus-
sion, Commissioners Mercer and O'Meara signed a letter
to NCR stating their concern and asking for a commitment
as to when the reporting programs can be implemented.
Planning re: SMSDP #14-81, Revision: Peter Friedman explained this
9/27/82 request by Richard SE-o-rkan to amend one of the conditions
of the original permit to allow installation of two
culverts "piggy -back" fashion rather than at opposite
ends of the marsh. The Planning staff feels this would
actually enhance the intended results of placing culverts,
and based on their recommendation, Commissioner Mercer
moved to approve the revision permitting installation
of culverts "piggy -back". Commissioner O'Meara seconded.
Marine Sanctuary Site Evaluation Act: David Goldsmith
reported that this program has no regulatory mechanism,
and consists of the Fish and Wildlife Service reviewing
the coastal areas of the United States to identify those
areas with significant natural resources and educate
the public to the value. Areas in close proximity
which have been so identified include the San Juan, Pro-
tection, Indian and Marrowstone Islands. Clallam County
Commissioners have contacted Jefferson County Commissioners
and Planning Director to express concern that this program
may limit use of identified sanctuary areas, but it is Mr.
Goldsmith's understanding that this is not the case.
Treasurer re: Computer Maintenance/Enhancement Request: A change to
9/27/82 the TAX 15 program and all other programs using TAX 15
was approved by Commissioners Mercer and O'Meara.
