Brown, Chairman Carroll M. Mercer, Member Jerdine C. Bragg Milt Sanstrom, P.E. All members were present when Chairman Brown called the meeting to order at 10:00 a.m. Commissioner O'Meara left the meeting for a short time during the morning to attend a funeral. Juvenile Detention, Jefferson County: Lois Smith reported that she had talked with the Director ot _tq_eJu_venile Court Services for Kitsap County regarding Jefferson County contracting for detention services. The Board will have to contact the Kitsap Commissioners to discuss and/or negotiate a contract. Chairman Brown will make that contact. Ms. Smith will send a letter to the Kitsap Court Director alerting him to the proposal. Ms. Smith asked for, and received, con- firmation that the Jefferson County Juvenile Services will definitely be separated from Clallam County Juvenile Services. Approval of Minutes: The minutes for the week of October 11 were approved and signed--o-n ---t motion by Commissioner O'Meara, sec- onded by Commissioner Mercer. Unanimous. Hearing Notice; Budget Appropriation, Recreation Department: Commissioner Mercer seconded COMM4 issioner O'Meara's motion to approve and sign Resolution No. 126-82 setting a hearing date on this matter for November 1, 1982 at TOTTO-a.m. Unanimous. Budget Transfers: On the motion by Commissioner O'Meara, seconded by ommissioner Mercer, Resolution No. 127-82 was approved J and signed authorizing budget transfers for the -A-u-d—itor, Elections, Recreation and Solid Waste. Unanimous. Requests for Appointments to Community Boards: Requests from the Gardiner Community Center Board ot DirectoiF_sand the Housing Authority of Jefferson County for appointment of members to their respective Boards were held for further consideration. Building Department Services to Hoh Indian Tribe: In response to a letter received previously, and with theapproval of the Board, Chairman Brown signed a letter to the Tribe informing of the charge which would be made for services as requested and offering to enter into an agreement for the services. Establishment of No -Passing Zone on County Road #18: In response to a petition submitted by residents on this-r--o-a-d—,and in an effort to improve safety on the road, Commissioner O'Meara made a V'11L 8 mr- 0 z3 Minutes, Week of October 18, 1982 Page 2 motion to instruct the Public Works Department to put a double line down the middle of this road from Milepost 13.61 to Milepost 13.82. Commissioner Mercer seconded the motion. Chairman Brown was not in favor of this action. Animal Control: Janet Mosier proposed to the Board that, instead of contracting with the City for animal control in the County, they use the money to support and contract with her volunteer -staffed neutering and spaying clinic. Chairman Brown explained that the pro- blem of animal control requires more than birth control to resolve. Human Services Board: Ella Sandvig, who has been given the responsibility ot organizing a Human Services Board, met with the Board to discuss possible organization, structure and goals of this proposed board. She asked for the Board's input, and stated the hope that the Human Services Board could be implemented by the first of the year. The meeting was recessed. On Tuesday, October 19, 1982, the Board attended a meeting regarding Jefferson County Transit in the morning. In the afternoon, they met in executive session to conduct an entrance conference with the State Examiner and then attended the Regional Council meeting before recessing the meeting. On Wednesday, October 20, 1982, all members were present for the Health Board meeting, then conducted regular business. Agreement; VFW Hall Rental, Deborah Shomer: This agreement for use of the premises to conduct su-ti dance classes was approved and signed following the motion by Commissioner O'Meara, seconded by Commissioner Mercer. Unanimous. Equal Employment Opportunity Policy as Applied to Contractors: Commissioner Mercer made---tHe -motion to approve and sign Resolution No. 128-82 stipulating this policy, and Commissioner O'Meara seconded the 7 Eo -tion. Unanimous. 1983 Budget Reviews:, Preliminary budgets were reviewed for Cooperative Extension Service, Hood Canal Advisory Commission, Board of Equalization, Civil Service Commission, Treasurer, Treasurer's O&M, Building Maintenance, and County Parks. BUSINESS FROM COUNTY DEPARTMENTS: Planning re: SMSDF 418-82; Bridgehaven Community Club: Mr. Benn and 10/18/82 ir. ar er were present to represent the Community Club when Peter Friedman reviewed the proposal for a boat ramp and parking lot and the request for a variance regarding onsite sewage disposal requirements. Following brief discussion, Commissioner Mercer moved to approve the variance permitting a 11sani-can" on the premises from Memorial Day through Labor Day only, in lieu of permanent facilities, and for the Chairman to approve and sign the permit, subject to the three conditions recommended by the Shorelines Commission. Commissioner O'Meara seconded the motion. Unanimous. Planning Commission Appointments: At the request of one of the applicants or a position on the Planning Commis- sion, Mr. Goldsmith scheduled a meeting with the Board for October 25, 1982 at 3:00 p.m., and will notify all those who have indicated an interest in serving on this Commission of this opportunity to meet with the Board. VOL i8 YAEE , - 02373 Minutes, Week of October 18, 1982 Page 3 Sheriff re: Advance Travel Expenses: This request by Jennifer Smith for tunds to pi -c7 -up and transport a prisoner was approved and signed per motion by Commissioner O'Meara, seconded by Commissioner Mercer, and unani- mously passed.
