The meeting was called to order at 10:00 a.m. by Chairman
Brown. Commissioners Mercer and O'Meara were present.
Bid Opening; Petroleum Products for 1983: At the appointed
time, the o owing bids were opened and read into the minutes: Harper
Oil, $483,336.40; Thomas Oil $473,903.87; Chevron USA, $481,620.00;
Wes' Wholesale Distributing, $12,109.60 (West End only). Commissioner
Mercer seconded the motion by Commissioner O'Meara for the Engineer to
evaluate the bids and make a recommendation as to which are most
advantageous to the County.
Approval of Minutes: Commissioner Mercer moved to approve
and sign the minutes or the week of December 13, 1982. Commissioner
O'Meara seconded. Unanimous.
Declaration of State of Emergency, Upper Hoh River Area: On
the motion by Commissioner O'Meara, seconded by Commissioner Mercer,
Chairman Brown signed a letter to the Department of Emergency Services
stating the emergency and requesting assistance.
Soldiers' and Sailors' Relief Fund Application: Herschel
Atkinson presented an application by Jesse A. Curtina—aT—efor $150.00,
which was approved for payment on the motion by Commissioner O'Meara,
seconded by Commissioner Mercer. Unanimous.
Hearing; Amendments to Health Department Ordinances: Chair-
man Brown opened the hearing, and any Durant, Environm_e_nt_aT_Health,
reviewed the background leading to this proposed amendment. A six-
month expiration date on on-site sewage disposal permits was part of
the Health Department Rules and Regulations ordinance until 1976, at
which time it was inadvertently omitted from the new ordinance which
adopted State Board of Health regulations. Mr. Durant went on to say
that the proposed one-year expiration, with a possible one-year renewal,
is an effort to be sure that septic systems are installed in accordance
with regulations and site conditions at the time of installation. The
addition of an expiration date would amend Ordinance No. 2-77, while
the fee for permit renewal would be an amendment to Ordinance No. 6-82.
Eight individuals attended the hearing, as well as the Health Depart-
ment Administrator, the Prosecuting Attorney and the Planning Director.
Chairman Brown invited comment from the floor, and several people
stated opposition to the proposed amendments, making the following
points: I)There are enough regulations, and citizens should not be
burdened by an additional regulation. 2)People who purchase property,
intending to build in the future, on the basis that a permit has been
issued should not have to worry about the possibility that the permit
will not be good when they are ready to build. 3)In some situations,
due to circumstances beyond the control of the permitee, a septic
system is not installed within one year, and it is unfair to charge a
renewal fee. 4)In the case of owner/builders, the construction pro-
ject often spans considerably more than two years, with the septic
system being installed toward the end of construction. Yet, an on-
site sewage disposal permit is required in order to obtain a building
permit.

There was lengthy discussion of the problems with septic systems in
general in Jefferson County. Much of the discussion focused on site
conditions and changes in site conditions. There was some discussion
of limitations mandated by the State.
Commissioner O'Meara moved to close the hearing and give further con-
sideration to the amendments based on testimony from the hearing.
Commissioner Mercer seconded the motion. Unanimous.
Contract #1004 -BGG -33124(4); DSHS: Chairman Brown signed
this contract tor mental health and involuntary treatment administra-
tion funds through June 30, 1983 on the motion by Commissioner O'Meara,
seconded by Commissioner Mercer. Unanimous.
Disbursement of Federal Forest Reserve Monies: Commissioner
Mercer made the motion, seconded by Commissioner UMeara, to sign res-
olution No. 158-82 disbursing the final monies received for calendar
year 1982. monies were less than the 25 percent anticipated. Unanimous.
Budget Transfer; Auditor: Resolution No. 159-82 was
approved and signed, authorizing a'$200.00 transfer,—TT-owing a
motion by Commissioner Mercer, seconded by Commissioner O'Meara and
unanimously passed.
Liquor License Application; Coyle Country Store: Commis-
sioner O'Meara seconded ommissioner Mercer's motion to approve this
application. Unanimous.
Proclamation of Emergency Flood Damage, Upper Hoh River Area:
Resolution No. 160-82, activating the County Disaster Preparedness
Plan and granting emergency powers, was approved and signed on the
motion by Commissioner Mercer, seconded by Commissioner O'Meara.
Unanimous.
The meeting was recessed until Tuesday, December 21, 1982,
at which time all members were present.
Glen Cove Water System: Dick Kint, PUD, reported on an
engineer's study regarding this proposed water system. He presented
the findings regarding two alternatives for water sources for this
area.
Job Training Partnership Act: Gay Dubigk and Ian Munce,
Chairman, Local Employment and Training Advisory Council, Skagit -San
Juan area, representing the Skagit County Commissioners, met with the
Board regarding a partnership for local training programs. Mr. Munce
explained that a population of 200,000 in the training area would
give much greater local control and direction of monies provided for
such a program than would a program designed for a smaller population
area. Their proposal is to combine Skagit, Whatcom, San Juan and
Jefferson counties into one program. On January 12, 1982, a meeting
is scheduled with representatives of these counties to draft proposed
guidelines, goals, etc. for such a program. Commissioner O'Meara
stated that a proposal has been made to combine Jefferson County with
Clallam and Kitsap Counties for a job training program, and the Board
indicated that they will investigate further to determine what option
is most beneficial to Jefferson County. There was further discussion
about the organization of a partnership and other aspects of the pro-
gram.
Agreement, Public Defender: On the motion by Commissioner
Mercer, seconded y UommissionerMeara and unanimously passed, the
agreement with Christopher 0. Shea for Public Defender services for
the year 1983 was signed.
The meeting was recessed. On Wednesday, December 22, 1982,
Commissioners Brown and Mercer were present when the Admiralty
Audubon Society donated the first lots for the Protection Island
Refuge to the U.S. Fish and Wildlife Department.
