Briefing Workshop Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director/County Engineer Agenda Date: October 24, 2016 Subject: Update on Parks and Recreation Statement of Issue: Parks and Recreation staff will update the County Commissioners on the status of Parks Et Rec.'s programs and facilities, with a focus on current and projected budgets, a dwindling fund balance in Fund 174, and the sustainability of existing levels of service/ facilities in 2018 and beyond. Analysis/Strategic Goals/Pro's Et Con's: Parks and recreation is a strategic solution to support the economic development, health, well-being, and security of the community. Continuing to provide the current basic level of parks and recreation service is a low-cost, high -impact way to promote the goals of Jefferson County. Parks Et Recreation continues to seek creative funding sources, such as a pending proposal to the Lodging Tax Advisory Committee for $28,140 for 2017. But even if the LTAC request were to be funded, the combined revenues from the current general fund transfer target, fees and other sources is less than the cost for maintaining existing services and maintenance. Consequently, Parks and Recreation continues to expend fund balance, which will be inadequate to cover the projected revenue to expenditure shortfall, starting in 2018. The October 24 update is intended to begin a strategic discussion on how to address this situation. Fiscal Impact/Cost Benefit Analysis: Even if awarded an LTAC grant of $28,140 for 2017, Parks and Recreation will expend $52,544 in fund balance in 2017. At existing regular funding levels, revenues in outlying years are approximately $100,000/year less than the cost for maintaining existing programs and facilities. The Fund 174 fund balance cannot cover the projected shortfall, starting in 2018. Recommendation: Department of Public Works O C.A.
