STAFF UPDATES 01:15 - Charnas Shared recent news on the Supreme Court decision regarding rural water availability, Whatcom County vs Western Washington Growth Management Hearing Board. We are watching issues unfold and will keep the Planning Commission apprised. 11:01 - Peterson Introduces Haylie Clement as Secretary to the Planning Commission. COMMISSIONER ANNOUNCEMENTS None DISCUSSION 11:28 - Koan Introduces the change in direction for the Comprehensive Plan Update. We are now moving forward and wrapping up the public outreach. Comprehensive Plan periodic update- general work plan status report 12:45 - Charnas Discussion of overall opportunity of the Open Houses/Comprehensive Plan Road Shows. Acknowledges work done in the past and up until now. Explains ongoing dedication from the staff and direction of current work plan. Overview of Open House and other Public Comments Made 15:00 - Bolin Opens Round Table discussion to debrief on what the Planning Commission took away from the experience of the Road show meeting and what can be done better as we continually reach out to the public throughout the periodic update. Ideas were discussed on how we can reach out through email. 52:08 Commission and staff discusses past successes with public outreach and how we can formulate a vision for the county. 57:42 Commission and staff discusses the difference between Sub-Area plans and Community plans. 1:01:21 - Johnson Explains current task of analyzing what we currently have in our Comprehensive Plan for goals and policies. We want to make sure they are still relevant. This process will be to see if we have satisfied any of the goals and policies; and what might need updating or revising. There will be outreach with stakeholders to work through how the goals and policies affect them. The deadline for final draft report of this review of goals and policies is the first quarter 2017. Guiding Principles for Balance of Work Plan 1:22:08 - Peterson Discusses the work done in the past by the Planning Commission. Reminding of the good work and redistributes the “flip cart” file reflecting past work to be used as a reference. Timeline was presented that gives the concept of what’s going to be happening as we move forward. Explains that we are looking at it more in a project management context of defining our scope. 1:33:20 Discussion and explanation of the steps and processes involved with a periodic update. Annual docket may have a one-time 18-month docket to cover the entire Comprehensive Plan periodic update timeframe to the due date of (January 1, 2017 to June 30, 2018). In 2019 the annual amendment cycle would resume with site specific amendments. OBSERVER COMMENT 1:49:25 - Tim Thomas I was watching the city reduce their buffer for marijuana locations to 100ft. This allowed them one more retail store. I have a lot of friends with kids and am curious on what the county is going to be doing. 1:51:00 - Koan The County spent 6 months on the marijuana regulation. Meeting in a binder at 5:30 pm. We will report back. 1:54:34 There has been a recent public records request for documents regarding the Pleasant Harbor Master Planned Resort. Planning Commission and staff discusses the actions that need to be taken for this request.
