Per previous email to all members, this meeting will proceed with the scheduled and planned SWMP discussion items on the Agenda with Rick Hlavka. Members unable to attend will send comments via email to Tom Boatman before the meeting. Approval of the Minutes from July 28, 2016 are tabled for the next meeting. Business: SWAC Membership Update is tabled for the next meeting. Discussions: #2 MSW Master Plan Update Strategy Report, Discussion/Comments: Tom Boatman reported the transfer station facility is almost to capacity. Three questions for discussion will be: 1. Encroachment? Need to study the possibility of future encroachment on the facility by residential/commercial growth. 2. Move to South part of County? What are the advantages and disadvantages? 3. Best option: use of the existing facility or need to replace? The Fund Balance sheet from last month was briefly discussed. #3 SWMP Public Comments Response Memo, Discussion/Comments – Rick Hlavka: Typo on table 4.1.4 in the Tip Fee Forecast. #4 SWMP Final Draft Propose Update, Discussion/Comments – Rick Hlavka: Question on Clean Marina. Add reference where to find the information on-line for Washington Clean Marina. In general, everything looks good. Comments from Janet Welsh were addressed in the plan. She was using an older version of the plan when making her comments. Discussion and decision to take the Optional step of sending DOE the comments and changes for a 45- day review. After review, present to the City of Port Townsend and Jefferson County Commissioners for approval. Plan will then be sent to DOE for their final approval. Discussion on bio-composting, bio-digesters for handling food and pet wastes and methane and electric production. Food waste and pet waste are not handled in the same bio-composter. Grants have and may be available for a bio-composting facility. Discussion about costs and knowing the bottom line cost before looking at grants. Modification from Tom about the Recycling Material Policy Statement. Modifications in language were suggested. More of a guideline than a policy. Since the statement is not an approved policy, discussed removing the entire statement. Those present agreed to removing the entire statement and if it needs to be re-inserted, to use modified language. From the Floor: Brief discussion of the Port no longer able to send a representative. Until their capital projects are completed, staff cannot be spared. The Port does want to receive minutes and meeting information. Next Scheduled Meeting is October 27th, 2016. Meeting ended at 4:35 PM.
