HomeMy WebLinkAbout112816_ca05Public Hea 615 Sheridan Street Port Townsend, WA 98368 www.JeffersonCountyPublicHealth.org November 16, 2016 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: Vicki Kirkpatrick, Director Anna McEnery, Developmental Disability Coordinator DATE: November 28, 2016 SUBJECT: Jefferson County Public Health Allocation Request for Mental Health and Chemical Dependency Funding for 2017; Jefferson County 1/10th of 1% Funds, (Hargrove Funds); $433,265.71 STATEMENT OF ISSUE: The Jefferson County Mental Health and Substance Abuse Advisory Committee recommends through the Jefferson County Board of County Commissioners approval of budget allocations of the Jefferson County 1/10th of 1% Funds in the total amount of $433,265.71 for January 1, 2017 — December 31, 2017. ANALYSIS/ STRATEGIC GOALS/PRO'S and CON'S: The Jefferson County Mental Health/ Substance Abuse Advisory Committee recommends funding from the budget for calendar year 2017. This is a one-year allocation reflective of the Committee recommended one-year RFP and recognizes the continuing changes in the Mental Health and Substance Use Disorder world resulting from the Healthier Washington Initiative, health care transformation, and the 1115 Medicaid Waiver. The 2017 budget recommendation reflects an increase in funding for the Nurse Family Partnership program, ($42,120.52); Jumping Mouse services, ($32,115.00 ); additional funding for enhanced mental health counseling in Port Townsend, Chimacum and Quilcene School Districts, (with the addition of the Brinnon School District in 2017 and a Chemical Dependency Counselor for Port Townsend School District), to be provided by Discovery Behavioral Healthcare, ($127,156.46); an increase in funding for Jail case management, also provided by Discovery Behavioral Healthcare, ($51,046.33); additional funding for three Therapeutic Courts, (Drug, Mental Health and Family Therapeutic) to streamline coordination and case management, with an increase in Court incentives and Urinalyses, ($128,731.40); along with an increase in funding for administrative management, ($22,752.00); for RFP development and management, and contract Community Health Developmental Disabilities 360-385-9400 360-385-9401 (f) Always working for a safer and healthier community Environmental Health Water Quality 360-385-9444 (f) 360-379-4487 615 Sheridan Street Port Townsend, WA 98368 www.JeffersonCountyPublicHealth.org Public Hea development and oversight expenses, for Public Health ($14,887.00); and continued funding for the Kitsap County Epidemiologist who provides data and reporting for all of the programs funded by the 1/10th of 1% fund, ($14,357.00). FISCAL IMPACT/COST BENEFIT ANALYSIS : Request is for allocation of $433,265.71 of funds collected from the 1/10th of 1% fund, (Hargrove Tax) to fund Mental Health and Substance Abuse programs in calendar year 2017. RECOMMENDATION: Jefferson County Public Health recommends Board of County Commissioner approval of the 2017 budget request in the total amount of $433,265.71 from the Jefferson County 1/10th of 1% fund, (Hargrove tax) for January 1, 2017 — December 31, 2017 as recommended by the Mental Health and Substance Abuse Advisory Committee. Jefferson County Public Health further recommends that the Board of County Commissioners direct the Jefferson County Public Health Department to negotiate and write contracts for the community organizations approved for funding in 2017 and to develop and negotiate Memoranda of Understanding with the Therapeutic Courts for the funding allocated to them for 2017.
