HomeMy WebLinkAbout112116_ca02Consent Agenda JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of Commissioners FROM: Stacie Prada, � p Treasurer 5 DATE: November 21, 2016 v SUBJECT: Resolution to Declare Certain County Property as Surplus and Sell to Government Agency STATEMENT OF ISSUE: The Public Works Department has removed an older brush chipper identified as 2002 Brush Bandit 250XP with a Cat 125hp engine with serial number 17902 and asset ID number 0702 from service and indicated a need to dispose of the item. The City of Port Townsend has indicated interest in purchasing the item. ANALYSIS: Fleet Services has determined a sale price of $18,250 plus tax is a reasonable market price. They've looked at comparable items online and believe the chipper would likely sell for that amount at auction. Fleet Services supports the requested sale to the City of Port Townsend and has indicated a reasonable purchase price of $18,250 plus tax. The Public Works Department has no objections to the sale. RCW 36.34.020, 36.34.030, 36.34.340, 36.34.050 & 36.34.090 outline statutory requirements to dispose of property. Intergovernmental sales and transfers may be made by the county commissioners upon such terms and for such consideration as may be deemed adequate. RCW 36.34.130 and RCW 36.34.010 provide this authority. RCW 36.34.020 exempts sales of surplus equipment from the requirements to publish notice and hold a public hearing when the sale is to a government agency and the value of equipment does not exceed $50,000.00 FISCAL IMPACT: Proceeds from the sale of the vehicle must be credited to the fund from which the original purchase was made. Said proceeds will be returned to the ER&R Fund. RECOMMENDATION: Approve the Resolution to Declare Certain County Property as Surplus and Sell to a Government Agency with a minimum sale price of $18,250 plus tax. A GOVERNMENT AGENCY } WHEREAS, it is the desire of the County Commissioners of Jefferson County to dispose of surplus property; and WHEREAS, the Public Works Department and Fleet Services have removed a chipper identified as 2002 Brush Bandit 250XP with a Cat 125hp engine with serial number 17902 and asset ID #0702 from service and indicated a need to dispose of the item; and WHEREAS, the City of Port Townsend is a government agency and has expressed interest in purchasing the equipment; and WHEREAS, RCW 36.34.130 and RCW 36.34.010 allow intergovernmental sales and transfers to be made by the county commissioners upon such terms and for such consideration as may be deemed adequate; and WHEREAS, RCW 36.34.020 exempts sales of surplus equipment from the requirements to publish notice and hold a public hearing when the sale is to a government agency and the value of equipment does not exceed $50,000.00; and WHEREAS, the Commissioners may set a reasonable minimum sale price after determining fair market value, and a reasonable minimum sale price of $18,250 plus tax has been established; NOW, THEREFORE, BE IT RESOLVED, by the Commissioners of Jefferson County that the equipment identified as 2002 Brush Bandit 250XP with a Cat 125hp engine with asset ID #0702 shall be declared surplus and may be sold to the City of Port Townsend for a minimum sale price of $18,250 plus tax.
