S van District No. 3 Commissioner: Kathleen Kier County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Week of November 7, 2016 Madam Chair Kathleen Kler called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Phil Johnson. PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: • A citizen commented on his Lodging Tax Advisory Committee (LTAC) application being denied; • A citizen: 1) Stated there will be a seminar on growing marijuana this Wednesday at the Chimacum Grange; 2) Commented on the County's septic issues; and 3) Commented on the status of the Presidential race; • Four (4) citizens commented on the status of mediation between the County and Port Ludlow Associates (PLA) regarding PLA's timber harvesting in Port Ludlow; and • A citizen stated she is unhappy with the Boom Fest event and urged Commissioner Sullivan to contact her. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to delete Item No. 2 regarding Resolution re: Adopting the Jefferson County -City of Port Townsend All Hazards Mitigation Plan (2016 Revision) and approve the remaining items on the Consent Agenda as submitted. Commissioner Johnson seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Setting 2017 Ad Valorem Tax Levies; Hearing Scheduled for Monday, November 21, 2016 at 10:00 a.m. in the Commissioners' Chambers 2. (DELETED) RESOLUTION NO. re: Adoption of the Jefferson County — City of Port Townsend All Hazards Mitigation Plan (2016 Revision) Repeals and Replaces Plan Adopted by Resolution No. 21-10 3. AGREEMENT re: Conservation Futures Fund for 2016 Quimper Wildlife Corridor (QWC) Addition; In the Amount of $30,814; Jefferson County Public Health; Jefferson Land Trust 4. AGREEMENT NO. SEANWS-2016-JeCoWS-00006 re: Jefferson County Marine Resources Committee (MRC) Operations and Projects; In the Amount of $73,000; Jefferson County Extension, Washington State University; Washington State Department of Ecology 5. Payment of Jefferson County Vouchers/Warrants Dated October 24, 2016 Totaling $525,052.35 and Dated October 25, 2016 Totaling $263.50 and Dated October 28, 2016 Totaling $2,409.80 COMMISSIONERS BRIEFING SESSION: The Commissioners reported on their meeting schedules. DISCUSSION and APPROVAL re: Setting Bond Amount for the Commissioners of the Port Ludlow Drainage District: County Administrator Philip Morley stated that Port Ludlow Drainage District (PLDD) Commissioner Katie Smith requested the Board of County Commissioners set a Performance Bond amount consistent with RCW 85.38.080 which states the bond amount should not be less than $1,000 and no more than $5,000. The request from Commissioner Smith is to set the bond amount at $5,000. Commissioner Johnson moved to approve setting a $5,000 bond amount for the Port Ludlow Drainage District Commissioners. Commissioner Sullivan seconded the motion which carried by a unanimous vote. APPROVAL of MINUTES: Commissioner Johnson moved to approve the Government to Government Meeting minutes of September 23, 2016 as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Commissioner Sullivan moved to approve the Regular Meeting minutes of September 26, 2016, October 10 and 17, 2016 and the Emergency Meeting minutes of October 14, 2016 as presented. Commissioner Johnson seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:01 a.m. and reconvened at 10:14 a.m. with Madam Chair Kler and Commissioner Sullivan present. Commissioner Johnson was absent. COUNTYADMINISTRA TOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. Miscellaneous Items: • Commissioner elect; Madam Chair Kler suggested putting together a list of upcoming meetings and events for the newly elected Commissioner for District 1. Page 2 Commissioners Meeting Minutes of November 7, 2016 R A iy� t • Undie Road; Public Works Director/County Engineer Monte Reinders requested Madam Chair Kler approach Clallam County regarding logging their portion of Undie Road. Possible Memorandum of Understanding (MOU) coming. • Special thanks for candidates running for public service positions. • All Hazards Mitigation Plan; Item was removed from the Consent Agenda. There will be an opportunity to approve the final plan in the future. • Colorado is dealing with issues comparable to Jefferson County, Washington. • Planning Commission; The Planning Commission held a second Brinnon Road Show which was heavily attended. Calendar Coordination: Below is a list of the upcoming meetings and events the Commissioners will be attending in the near future: • West End Historical Society and Timber Museum event • Washington State Associations of Counties (WSAC) Conference in Spokane November 15-18, 2016 • Regional Forum on Ending Homelessness on the North Olympic Peninsula • Jefferson Transit meeting • Kitsap Regional Council meeting • Roadway Safety Forum in Port Ludlow • OlyCAP Finance Committee meeting • Chimacum Prevention Coalition meeting • Interviews for the Emergency Management Director position • November 8, 2016 is Election Day • The Courthouse will be closed on November 11, 2016 for Veteran's Day County Administrator Morley will also be attending the WSAC Conference in Spokane. NOTICE OFADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at 10:40 a.m. until the next regular meeting or special meeting as properly noticed. Madam Chair Kler seconded the motion.
