Subject: CALL FOR BIDS for Supply of Liquid Asphalt Products for
Bituminous Surface Treatment for Calendar Year 2017
Statement of Issue:
CALL FOR BIDS for Supply of Liquid Asphalt Products for Bituminous Surface
Treatment (BST) Program. The Call for Bids is required for publication for
procurement of products in accordance with RCW 36.32.240 it RCW 39.04.
Analysis/Strategic Goals/Pro's £t Con's:
The liquid asphalt products are to be used by the Department of Public Works
Road Operations in the annual road preservation chip seal program.
Fiscal Impact/Cost Benefit Analysis:
Purchase of liquid asphalt products is accounted for in the 2017 Department of
Public Works Road Operations Budget. The Engineer's Estimate value of the
contract is $228,850.00 plus Washington State Sales Tax.
Recommendation:
The Department of Public Works recommends the Board approve the Call for Bids
and authorize the Chair to sign the attached Call for Bids where indicated, and
return it to the Department of Public Works for publishing.

CALL FOR BIDS
Notice is hereby given that the Board of County Commissioners of Jefferson County WA will receive SEALED
BIDS for
SUPPLY OF LIQUID ASPHALT PRODUCTS FOR THE
2017 BITUMINOUS SURFACE TREATMENT PROGRAM
Bids will be accepted up until the hour of 9 30 a m on Tuesday. January 3, 2017 at the office of the County
Commissioners basement level of the Jefferson County Courthouse 1820 Jefferson Street P O Box 1220 Port
Townsend WA 98368 Sealed bids will be opened and read publicly at 10 00 a m or shortly thereafter on
the same day in the Jefferson County Commissioners Chambers also located on the basement level of the
Jefferson County Courthouse
This Contract provides for supply of liquid asphalt products for use by the Jefferson County Department of Public
Works in the annual road surface maintenance program on various county roadways in calendar year 2017 all
in accordance with the Contract Provisions and the current WSDOT Standard Specifications The Engineers
Estimate for this contract is $228 850 00 plus Washington State Sales Tax
Bids shall be submitted in accordance with the General Contract Provisions on file at the office of the Dept of
Public Works 623 Sheridan Street Port Townsend WA where copies may be obtained by prospective bidders

Each bid shall be accompanied by a surety bond postal money order cash cashiers check or certified check
payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount to be forfeited
to Jefferson County by the successful bidder if he/she fads to enter into a contract and file an acceptable surety
bond in the amount of 100% of the contract price within ten (10) calendar days of bid award
It will be the sole responsibility of the bidder to ensure bids are in the possession of the Board of
County Commissioners by the appointed date and time No facsimile bid documents will be accepted
The Board of County Commissioners reserves the right to refect any and all bids and to accept the bid
deemed most advantageous to Jefferson County and to waive all informalities in the bidding
Jefferson County In accordance with Title VI of the Civil Rights Act of 1964 78 Stat 252 42 U S C
2000d to 2000-4 and Title 49 Code of Federal Regulations, Dept of Transportation Subtitle A Office
of the Secretary Part 21, nondiscrimination in federally assisted programs of the Dept of
Transportation issued pursuant to such Act hereby notifies all bidders that it will affirmatively ensure
that in any contract entered into pursuant to this advertisement, disadvantaged business enterpnses
will be afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race color national origin or sex in consideration for an
award
