HomeMy WebLinkAbout061 16COUNTY OF JEFFERSON STATE OF WASHINGTON In the matter of BOCC Designation Of Signature Authority to the Public Works Director/County Engineer for Administration of Federal Awarded Funds RESOLUTION NO.6 i i6 WHEREAS, Jefferson County Department of Public Works is responsible for maintaining the integrity of the County road system for safety and mobility; and, WHEREAS, Jefferson County Department of Public Works routinely applies for and is awarded Federal funding for road maintenance and construction projects; and, WHEREAS, the Code of Federal Regulations has recently been consolidated and detailed in 2 CFR 200 `SuperCircular' now requiring that, in order to assure that expenditures are proper and in accordance with the terms and conditions of the Federal award and approved project budgets, annual and final fiscal reports or vouchers requesting payment must include a certification signed by an official who is authorized to legally bind the non-federal entity; and, WHEREAS, any funding agreement between Jefferson County and a Federal entity is authorized by the Board of County Commissioners (BOCC); and, WHEREAS, Jefferson County operates under a Certification Acceptance (CA) Qualification Agreement, signed by the BOCC, and approved by Washington State Dept. of Transportation (WSDOT) Highways and Local Programs division, allowing the County to operate under full `CA' status in administering Federal Highway Administration (FHWA) projects; and, WHEREAS, Jefferson County Department of Public Works has a Grant Policy which ensures the application of a consistent process when applying for, managing, billing, and accounting for grants; and, WHEREAS, it is critical to ensure the efficiency and consistency of payments/ reimbursements for funds expended on Jefferson County Department of Public Works road maintenance and construction projects; IT IS HEREBY RESOLVED, that for Public Works projects, the BOCC designates the Jefferson County Public Works Director/County Engineer as the primary official authorized to legally bind Jefferson County through signature approval of annual and final fiscal reports or vouchers requesting payment/grant reimbursements. The Assistant Public Works Director/Engineering Services Manager shall be the designated alternate. `/ ADOPTED and signed this day of 2016. The intent of this Resolution is to recommend that the BOCC designate the Jefferson County Public Works Director/County Engineer, or stand-in Assistant Public Works Director/ Engineering Services Manager as this official. Analysis/Strategic Goals/Pro's Et Con's: This requirement serves to further formalize our current practice which has been proven successful through the consistent passing of federal financial audits. Fiscal Impact/Cost Benefit Analysis: Efficient processing of grant billings is critical to ensure expeditious reimbursement of funds expended by Jefferson County Department of Public Works on road maintenance and construction projects.
