HomeMy WebLinkAbout010317_ca07Department of Public Works O Consent Agenda Page 1 of 2 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director a"l-, Agenda Date: January 3, 2017 // Subject: Request for Solid Waste Advisory Committee Appointment Statement of Issue: Engrossed Substitute Senate Bill 6605 amends chapter 70.95.165 RCW to require local SWACs to include an agriculture interest. Public Works has identified Glenn Gately of the Jefferson County Conservation District as a representative of agriculture interest who is able and willing to become a SWAC Member. An appointment of Mr. Gately is sought from the Board of Commissioners. Analysis/Strategic Goals/Pro's and Con's: The ESSB 6605 is intended to limit risk of potential spread of disease, plant pathogens, and pests by involving Agriculture in planning, solid waste advisory committees, and certain waste handling permitting activities. The bill became effective June 9, 2016 and contains new requirements that impact solid waste jurisdictions. Public Works/Solid Waste staff has queried other county solid waste jurisdictions and determined that agriculture interest representatives have been sought from respective Conservation Districts. The Jefferson County Conservation District has been approached, and the agency has identified Glenn Gately as a prospective SWAC Member. By association, Mr. Gately is familiar with Jefferson County's larger solid waste system and its staff. It is felt by both Conservation District and Solid Waste staff that Mr. Gately will be a good fit in the fulfillment of an agriculture representative on the SWAC. Fiscal Impact/Cost Benefit Analysis: Local SWAC is mandated by RCW 70.95.165(3) and costs associated with SWAC activities, which are identified in the 2016 Solid Waste Budget. Recommendation: Appointment of Glenn Gately to represent agriculture interest.
