Statement of Issue:
The Board is asked to approve the Call for Bids for the Olympic Discovery Trail Project -
South Discovery Bay, Segment A.
Analysis/Strategic Goals/Pro's £t Con's:
Construction of this project is included in the officially adopted 2017-2022 Transportation
Improvement Program (TIP) and the 2017 Annual Construction Program (Item No. 7 in
each). This contract provides for the construction of the Olympic Discovery Trail between
Old Gardiner Road and Salmon Creek in South Discovery Bay.
Fiscal Impact/Cost Benefit Analysis:
Engineer's construction estimate is $1,208,711, subject to revision prior to advertising the
Call for Bids. This project has funding from the Recreation and Conservation Office (RCO)
under project #12-1250C with local match providing up to $195,000.
Recommendation:
The Board is asked to sign the Call for Bids and return to Public Works (attention John
Fleming).

Notice is hereby given that the Board of County Commissioners of Jefferson County State of Washington will
receive sealed bids up until the hour of 9 30 a m on Monday, March 6, 2017 at the Office of the County
Commissioners basement level of the Jefferson County Courthouse 1820 Jefferson Street P O Box 1220
Port Townsend Washington 98368 for construction of the Olympic Discovery Trail South Discovery Bay
Segment A — Phase 1 & 2 Sealed bids will be opened and read publicly at 10 15 a m , or shortly thereafter
on the same day in the Jefferson County Commissioners Chambers basement level of the Jefferson County
Courthouse
This contract provides for the new construction of a 10 -foot wide asphalt trail adjacent to the east side of
US Highway 101 in the vicinity of South Discovery Bay per the attached Project Plans and
Specifications The project plans are divided into Phase 1 and Phase 2 The two phases will be
constructed together as one project as represented in these specifications and bid proposal The section
to the north includes the construction of a soldier pile wall geosynthetic reinforced slopes and
SierraScape or approved equal retaining wall to create a suitable bench for the trail The section to the
south will be constructed on existing abandoned railroad grade Both sections will include removal of
vegetation clearing and grading roadway (trail) excavation stormwater improvements new asphalt
pavement signs fence and guardrail installation The engineers estimate for this project is $1 208 711
Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works

Each bid shall be accompanied by a surety bond postal money order cash cashiers check or certified check
payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount to be forfeited to
Jefferson County by the successful bidder if he/she fads to enter into a contract and file an acceptable surety bond
in the amount of 100% of the contract price within ten (10) calendar days of the award The Board of County
Commissioners reserves the right to refect any and all bids and to accept the bid deemed most advantageous to
Jefferson County and to waive all informalities in the bidding
Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat 252, 42 U S C 2000d
to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of
the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure
that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises
will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, national origin or sex in consideration for an award
