Discussion: Using Bocc/CAO Technology to Enhance Efficiency and
Transparency

STATEMENT OF ISSUE: The Board of County Commissioners (BoCC) and staff will discuss
opportunities to harness technology advances to improve the efficiency of Board/County
Administrator Office efficiency, and enhance access and transparency for the public we serve.
ANALYSIS: Hardware and software advances, plus the continued maturation of
agenda/meeting vendor services offer a number of opportunities to redesign how the BoCC and
County Administrator's Office work with County departments to create Board agenda packets,
conduct BoCC meetings, and how we make the material and meeting proceedings more widely
accessible to citizens.
Imaging and document management programs like Laserfiche, and vendor services such as
Granicus, open the door to exploring different work flows to review agenda submittals, produce
electronic packets instead of paper ones, how we record meetings (such as video), how we store
records, and how we make information and recordings accessible to the public.
Staff from our combined office and Information Services will describe some of the technology
tools available to us, and open a dialogue with the BoCC and begin planning how we will use
technology to enhance the way we produce, conduct and disseminate the Board's business.
FISCAL IMPACT: No immediate impact from the discussion. However the changes we
eventually decide to implement will likely require some one-time and on-going costs.
RECOMMENDATION: Engage in the discussion and begin planning how the County will use
technology to create efficiencies and enhance transparency to the public in the work of the BoCC
and CAO.
