In the long term through transportation planning, grants, and interagency coordination, and in the short term through traffic plans, studies, and traffic modifications. This position is responsible for managing numerous projects at once and receives general supervision and technical direction from the Engineering Services Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned. Provides innovative solutions to current and future transportation system challenges. Develops both short- and long-range Transportation Goals, Plans, and Policies including the Six- Year Transportation Improvement Program(TIP) and associated priority arrays, Annual Road Construction Program (ACP), and the Transportation Element of the Comprehensive Plan. Provides technical support in applying traffic engineering principles and standards; develops and maintains traffic engineering inventories and databases; produces traffic engineering studies and reports that are utilized to design transportation improvements. Prepares recommendations for management evaluation. Organizes and leads public meetings and advisory group process to present, gathers and processes information relevant to transportation and traffic items. Coordinates transportation planning activities with Elected Officials, State & Federal Transportation Agencies, Tribal Entities, Grant Agencies, Cities and other Counties,partnering County and Agency Staff, and Community Groups. Participates in WSDOT Corridor Planning process, Peninsula Regional Transportation Planning Organization(PRTPO), Regional Surface Transportation Program(STP/STBG)Allocation, etc. Generates contract plans, specifications, and estimates, and develops construction contracts in accordance with Washington State Department of Transportation(WSDOT), Federal Highway Administration(FHWA), Manual of Uniform Traffic Control Devices (MUTCD), and other agency standards. Jefferson County Job Description: Engineer III Transportation& Traffic Page 2 of 6 Understands and applies the principles of various engineering manuals to develop traffic signage and pavement marking plans. Analyzes local and regional transportation and traffic system needs and develops priority programs related to safety, mobility, non-motorized use, preservation, etc. Responsible for the identification, collection, and processing of data needed for transportation system analysis including crash history, intersection delay, level of service, road geometry and condition, etc. Performs traffic engineering review and inspection of development applications, including Traffic Impact Analyses (TIA) review and Level of Service (LOS) considerations, ensuring compliance with policies, standards, specifications and procedures. Familiar with various ITE publications including the Traffic Engineering Handbook and the Transportation Planning Handbook as well as the Highway Capacity Manual and AASHTO publications. Ability to use information from these publications and other manuals to address transportation and traffic issues. Performs complex technical research and solves civil engineering problems assigned. Utilizes computer software, such as AutoDesk and GIS, as an aid in developing solutions to traffic engineering problems. Researches and applies Federal, State and Local codes, regulations and requirements for assigned projects. Develops and manages contracts, agreements, memorandums, etc. Procures engineering and planning consultants in accordance with federal, state, and local codes and requirements. Coordinates with consultants and others regarding transportation planning/civil engineering/traffic projects. Identifies, applies for and manages local, state and federal grant funds for transportation improvements. Professionally responds to public inquiries within the scope of transportation and traffic knowledge and authority of the position. Accountable for specific project steps, works in a team-based environment and participates in the annual training programs and annual performance evaluation process. Participates in team process to assist in developing the division budget for the department. Participates in self-directed team process to set work level expectations, goals and objectives. SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities,but serves as lead in the division of assignment. Lead responsibilities include assisting the Department Director and/or Supervisor with interviewing, training, planning, assigning and directing work. This position also provides input for performance appraisals and assists in addressing complaints and resolving problems. Jefferson County Job Description: Engineer III Transportation& Traffic Page 3 of 6 Provides work product assignments, oversight and guidance to the permit technician(s) and other subordinate technicians assigned to transportation and traffic work which may include Engineer I, II, & III, Engineering Techs and/or other assigned technical staff. MINIMUM QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Bachelor's degree (B.S.) in civil engineering and four(4) years progressively more responsible civil or traffic engineering experience. OR Eight(8) years experience with at least two (2) years as an Engineer II in the Jefferson County Skill Band System. OR Equivalent combination of education and experience. LANGUAGE SKILLS: Ability to read, analyze, and interpret standard civil engineering manuals and reports, general business periodicals,professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS: Thorough knowledge of mathematical calculations as they apply to engineering, surveying and accounting functions including geometry and trigonometry. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge Internet Explorer, or equivalent software; MS Excel spreadsheet software, MS Word, or equivalent word processing software, and civil engineering programs. Experience with AutoCAD and Civil 3D software is desirable as well as GIS and associated GIS based software. Registration as a Professional Engineer in the State of Washington is desirable. OTHER KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles,practices, and procedures employed in design and construction engineering and management as it relates to public works projects. Familiar with current trends, issues and practices in the Transportation Planning/Civil Engineering/Traffic Engineering fields. Familiar with WSDOT manuals, standard plans, standard specifications, MUTCD, and other traffic manuals and guides. Skilled in reading construction drawings and plans. Ability to maintain accurate and complete records and notes. Maintains a high standard for accuracy, completeness and efficiency in the preparation of reports. Ability to train other staff members in technical areas of traffic engineering. Ability to understand, apply and interpret engineering reports relating to surface water management, hydrology, geotechnical and materials testing. Ability to understand, safety hazards, and appropriate precautions applicable to work assignments. Ability to understand right-of-way plans, property deeds, legal descriptions, the principles and practices of land surveying, etc. as it relates to right-of-way acquisition. Ability to understand and process Local, State and Federal permits including environmental. Ability to complete project assignments with accuracy and time lines, and in conformance with applicable policies,procedures, regulations and standards. Understands and applies construction plans and specifications to public works projects. Ability to work independently within the limits allowed. Follows the policies, procedures and practices of the County and Department. Establishes and maintains harmonious working relations when resistance occurs with County employees, the public, federal and state agencies and outside construction contractors involved in public works projects. Coordinates construction projects including but not limited to required advertising for bids, manpower and contracting needs, advising contracts and construction inspectors during construction. The noise level in the office work environment is usually moderate, loud while working on construction sites near heavy equipment and on roadways where traffic is present. SKILL BAND POSITION: This position is level III of the Engineering Skill Band.
