Subject: Undie Road Closure (County Road #150009)
Statement of Issue: Permanent closure of Undie Road, County Road #150009, between MP
0.75 and MP 1.20 due to landslide damage.
Analysis/Strategic Goals/Pro's £t Con's: Slide activity has severely damaged the roadway at
Undie Road MP 1.1 creating unsafe conditions for the traveling public and road maintenance
workers. A bypass around the landslide has been constructed and is now known as the Undi
Road Bypass, County Road #151009. The damaged section of road should be closed to protect
the public and workers and to free up resources to maintain other County roads.
Fiscal Impact/Cost Benefit Analysis: Maintenance of the damaged section of road has
required over $250,000 since November 2013. FEMA has agreed to cover 87.5% of these costs
until the bypass road is in place, which it now is. Further expenditures on the existing road
are not eligible for FEMA reimbursement.
Recommendation: Sign the road closure resolution which directs Public Works to erect
barriers and barricades to protect the traveling public by preventing unauthorized use of the
damaged roadway.

In the matter of
Closure of Undie Road
County Road No 150009
RESOLUTION NO
WHEREAS, landslide activity has severely damaged Undie Road (County Road No 150009) at
milepost 1 1, and
WHEREAS, Undie Road was closed to all vehicles on the 16th of February (Resolution 07-16) and
said closure was clarified to allow residents and essential services only on March 21, 2016 (Resolution
09-16), and
WHEREAS, County forces and contractors have been required to work repeatedly on this section of
road to maintain it in a condition approaching barely passable at times at a cost of over $250,000 since
November 2015, and
WHEREAS, damage is worsening over time requiring ongoing staff and financial resources, and
WHEREAS, geotechnical engineers and geologists experienced in evaluating and stabilizing many
deep-seated landslides throughout the region have been consulted with and have determined that there
is no financially feasible means available to stabilize the landslide and that working to permanently
relocate the Bogchiel River is also not feasible from a permitting or cost standpoint either, and
WHEREAS, the County cannot afford to continue to expend financial and staff resources at this
location at the expense of necessary maintenance and construction on other parts of the county road
system, and
WHEREAS, a potential hazard exists at this site to the motoring public, road maintenance
employees and contractors and
WHEREAS, an alternate route known as the Undi Road Bypass was recently completed which
provides access to property owners and which avoids the landslide damaged section of road, and
WHEREAS, Chapter 47 48 R C W authorizes closure of roads,
NOW THEREFORE, IT IS HEREBY RESOLVED that Undie Road shall be permanently closed
between milepost 0 75 and 120 to all vehicular traffic and that the Public Works Department shall
erect signage and barricades to prevent unauthorized traffic from entering the closed road segment,
and
IT IS FURTHER RESOLVED that the Public Works Department shall cease maintenance and
expenditures of public funds on this closed section of roadway, and
IT IS FINALLY RESOLVED that Utility companies shall be allowed to enter into the closed area
at their own risk to maintain utilities until such time as the utilities can be relocated
