Climate Action Committee; Reappointment of Scott Walker (Position 12, Term
Expiring December 31, 2018) and Cindy Jayne (Position 9, Term Expiring December
31, 2020) to the Climate Action Committee; Appointment of Sonja Hammar (Position
10, Term Expiring December 31, 2019), David Wilkinson (Position 11, Term Expiring
December 31, 2019) and Ashley Rosser (Position 13, Term Expiring December 31, 2018)
to the Climate Action Committee.

STATEMENT OF ISSUE:
The Jefferson County and City of Port Townsend Climate Action Committee, established in January 2008
as a joint City/County committee, is considering the following organizations and individuals for
membership: Designation of PUD #1 of Jefferson County (Position 3), Jefferson County Public Health
(Position 4), Jefferson Transit (Position 6), Port Townsend Paper Corporation (Position 8), Port of Port
Townsend (Position 7) and Jefferson Healthcare (Position 5) to non -expiring positions on the Climate
Action Committee; Reappointment of Scott Walker (Position 12, Term Expiring December 31, 2018) and
Cindy Jayne (Position 9, Term Expiring December 31, 2020) to the Climate Action Committee;
Appointment of Sonja Hammar (Position 10, Term Expiring December 31, 2019), David Wilkinson
(Position 11, Term Expiring December 31, 2019) and Ashley Rosser (Position 13, Term Expiring December
31, 2018).
ANALYSIS/STRATEGIC GOALS:
Composition, terms of office and procedural rules for the Climate Action Committee (CAC) are set forth in
Resolution No. 17- . The Committee shall consist of no more than 15 members, representing a broad
range of interests. The resolution also allows for alternates.
Per Section 3.4 of the Resolution, the Board of County Commissioners (BoCC) and Council may designate
positions to be filled by specific organizations. Those organizations will provide the name of their
representative(s) to the CAC. Organization representatives shall not be limited to any term, and do not need
to be individually appointed. The following organizations are designated to fill positions on the CAC:

• Jefferson Transit (Position 6)
• Port of Port Townsend (Position 7)
• Port Townsend Paper Corporation (Position 8)
In addition to designated organizations, per Section 3.2 of the Resolution, the BoCC and Council may
appoint individuals to serve up to three year terms. The Chair of the BoCC and the Mayor, in consultation
with the County Administrator and City Manager, have reviewed letters of interest and recommend herein,
their recommendation on appointments to the CAC. The committee shall consist of no more than 15

The applications/letters of interest received for these positions are on file with the City Clerk's office (for
the City of Port Townsend), and the Office of the Board of County Commissioners.
FISCAL IMPACT: There is no anticipated fiscal impact associated with the approval of these members.
RECOMMENDATION: Staff recommends the Board of County Commissioners move to designate PUD
#1 of Jefferson County (Position 3), Jefferson County Public Health (Position 4), Jefferson Transit (Position 6),
Port Townsend Paper Corporation (Position 8), Port of Port Townsend (Position 7) and Jefferson Healthcare
(Position 5) to non -expiring positions on the Climate Action Committee; Reappointment of Scott Walker
(Position 12, Term Expiring December 31, 2018) and Cindy Jayne (Position 9, Term Expiring December 31,
2020) to the Climate Action Committee; Appointment of Sonja Hammar (Position 10, Term Expiring December
31, 2019), David Wilkinson (Position 11, Term Expiring December 31, 2019) and Ashley Rosser (Position 13,
Term Expiring December 31, 2018) to the Climate Action Committee.
